Circular 08 was issued to create a solid "fence" to protect users' personal data, eradicate the problem of junk SIM cards and prevent increasingly sophisticated online scams.
According to new regulations, all mobile subscriber numbers must be verified with 04 information fields (Personal identification number; Full name; Date of birth; Facial biometrics) and must fully match the National Population Database of the Ministry of Public Security. Major network operators are all sending urgent messages, advising people to quickly implement them to protect phone numbers and personal assets.

Proactively update via MyViettel: Quick, Safe, Risk- Avoidance
In the early stages of deployment, to avoid overload and ensure maximum benefits for customers, Viettel recommends that users do not wait until they receive a message warning to lock the number to perform. Instead, users should proactively check and update immediately.
The most authentic and secure channels recommended by Viettel to prioritize at this time include:
- Self-update via MyViettel application: This is the fastest and most proactive way. Customers just need to log in to the MyViettel application, select the "Verify subscriber information" function. Then, follow the steps: take a photo of the Citizen Identity Card (CCCD) and a portrait photo, scan the chip on the CCCD with your phone, then check the information to ensure accuracy before performing the contract signing step and wait for the system to confirm the successful update. This process only takes a few minutes and can be done anytime, anywhere.
- Direct support at Viettel Store: Customers can bring their chip-sealed CCCD directly to Viettel's transaction points (Direct Store, Viettel Import-Export Supermarket) or authorized agents (such as Mobile World). Viettel's staff are always ready to support customers to operate from A to Z completely free of charge.
To support customers to reduce travel and waiting, remote areas, border areas, islands, and areas far from stores, Viettel organizes staff teams to care for and support at some focal points nationwide throughout the program.
Who needs to do it immediately?
People will have a period of 30 to 60 days to update before the service is blocked. However, early action will help you avoid unnecessary troubles.
1. Group using 9-digit ID card: Customers need to update information using the latest chip-based CCCD through the Subscriber Information Verification feature on the MyViettel application.
2. Groups of subscribers registering for mobile SIMs using other papers (passport, military/police ID card) or receiving SMS messages inviting to standardize subscriber information from Viettel prefixes: Customers update through the "Information Standardization" feature on the MyViettel application.
3. Group of subscribers standing in their names (husbands, spouses, children, parents, siblings): The old and new owners need to directly visit Viettel stores to carry out ownership transfer according to regulations.
4. Other cases: Need to call the hotline 18008098 for timely information processing, guidance, and support.
From 15. 06. 2026: More regulations on authentication when changing phones
A breakthrough point of Circular 08 is the regulation on changing devices (effective from June 15, 2026). When users remove the SIM and install it on another phone, the system will review and temporarily stop the outgoing call service for a maximum of 02 hours. At this time, users are required to open the MyViettel application to re-verify FIDO standard facial photos to prevent fraudsters from stealing SIMs to receive bank OTP codes.
High vigilance against rampant scams
Taking advantage of people's eagerness to standardize information, many criminals have begun to launch sophisticated fraud tricks. Viettel especially reminds customers:
Absolutely do not provide OTP codes, VNeID application passwords, or MyViettel passwords to anyone calling and claiming to be "officers", "police officers" or " switchboard staff".
Do not click on strange links sent via SMS/Zalo requesting "download facial authentication app".
Only perform authentication on the official MyViettel application (download from App Store/Google Play) or go directly to Viettel Store.
