Spreading policies, accompanying reforms of the tax industry

Along with the process of reforming and modernizing the tax industry, the press has become an important information channel, contributing to spreading policies, creating social consensus and gradually bringing new guidelines and policies into life.

To put tax policy into practical life

2026 marks an important reform phase of the tax policy system when many new regulations officially enter life. From adjusting the family deduction level according to the Personal Income Tax Law, changes in the Law on Tax Administration, business households switching from the presumptive tax method to declaration, to policies to support business households, individuals, businesses and promote the development of the private economy, all directly affect people's lives and production and business activities.

According to Deputy Minister of Finance Cao Anh Tuan, the amendment of the Tax Laws aims to support business households, individual businesses and enterprises, especially small-scale entities, creating more motivation for production and business development, while aiming for sustainable growth.

One of the policies that received great attention is raising the tax-free revenue threshold to 1 billion VND/year. According to the assessment of the leaders of the Ministry of Finance, there are about 2.56 million business households that are not subject to tax and about 235,800 businesses benefit from this policy. It is expected that the tax money retained will make the tax industry more dynamic and closer to people and businesses through a bridge of the press agency," shared Mai Xuan Thanh, Director of the Tax Department. In 2025, the tax authority provided 35 press information on outstanding activities of the industry, more than double compared to 2024. The content focused on issues of social concern such as tax management for e-commerce, electronic invoices, using personal identification numbers to replace tax codes, converting from fixed tax to declaration for business households or policies to support private economic development. to reinvest in production and business up to more than 18,000 billion VND per year.

Reality shows that each new policy when implemented will arise problems from practice. Business households are concerned about new declaration methods, businesses are concerned about transitional regulations, and people need to be answered about changes directly related to their rights and obligations. Therefore, the Ministry of Finance determines that the work of disseminating and educating laws must be carried out regularly, promptly and in many forms suitable for each target group.

In that process, the press plays an important bridge between policy and real life. Professional regulations, which are inherently dry and complex, are conveyed into information that is easier to understand and closer to people and businesses.

Bridge between tax authorities and people and businesses

Along with the process of reforming and modernizing the tax industry, information and communication coordination activities between tax authorities and press agencies are also increasingly strengthened. Right from the time new tax policies were developed, consulted and prepared for implementation, information and communication work has been focused on and promoted by tax authorities.

According to statistics from the Tax Department, in 2025, the tax authority provided 35 press releases on outstanding activities of the industry, more than doubling compared to 2024. The content focused on issues of social concern such as tax management for e-commerce, electronic invoices, the use of personal identification numbers to replace tax codes, conversion from fixed tax to declaration for business households, or policies to support private economic development.

From that information source, press agencies have published over 10,000 news and articles on the tax sector in 2025, and at the same time coordinated to implement more than 500 reports, seminars, interviews and in-depth communication programs. These figures show the increasing interest of society in tax policies, and also reflect the effectiveness of coordination between management agencies and the press in bringing information to people and businesses.

Leaders of the Tax Department said that with millions of business households and nearly one million operating businesses, the tax industry cannot only rely on inspection and supervision activities. More importantly, it is to raise legal awareness and voluntary compliance awareness of taxpayers. In that process, the press and media agencies have contributed to positively impacting social awareness, helping people better understand their rights, responsibilities and obligations.

Information from the press brings great value, making the tax industry more dynamic, closer to people and businesses through a bridge of the press agency," shared Mai Xuan Thanh, Director of the Tax Department.

Besides the role of propaganda and dissemination of policies, the press is also an important channel to reflect reality, helping management agencies promptly grasp difficulties and obstacles arising in the process of implementing tax policies.

For the tax sector, where regulations directly affect the production and business activities of enterprises, business households and people's lives, the gap between policies and practices always needs to be narrowed through objective and multi-dimensional information channels. In that process, the press has become an important source of information for management agencies to identify issues, assess the impact of policies and make more appropriate adjustments to reality.

Promoting tax management innovation

According to Director of the Tax Department Mai Xuan Thanh, the difficulties of businesses and people are reflected very quickly in the press, helping tax authorities better grasp arising issues to have appropriate handling solutions. "We react very quickly and positively to that information," Mr. Thanh emphasized.

Not only is it a two-way information channel, the press also contributes to creating motivation for innovation for management agencies. In-depth articles, investigative reports, dialogue forums or policy exchanges have helped clarify inadequacies in the implementation process, while creating positive pressure for management agencies to improve the quality of service to people and businesses.

According to the head of the tax industry, it is the articles and reports that have created great pressure on the tax authorities as well as the team of civil servants in the process of performing their duties. From those pressures, the tax industry has more motivation to change and improve management processes and improve service efficiency.

Many reports and articles are very profound and timely, accurately reflecting the issues that people and businesses are questioning and needing. From there, step by step we have had removals, changes, and even breakthrough changes," Director Mai Xuan Thanh shared.

In the process of implementing new tax policies, especially policies related to business households, small and medium-sized enterprises or business activities on digital platforms, the press is always one of the first channels to reflect opinions from grassroots levels. Through this, management agencies have more practical data to assess the appropriateness of policies, and at the same time have timely guidance, adjustments or support solutions.
