Listening and solving difficulties for Khanh Hoa businesses

The dialogue between businesses and leaders of Khanh Hoa province is an opportunity to resolve difficulties and promote cooperation for the sustainable development of the locality.

In 2024, Khanh Hoa province organized two dialogues between the government and businesses, receiving dozens of questions with many groups of issues to solve. One issue that has received a lot of attention from tourism businesses is the policy of banning passenger vans with more than 29 seats from entering the center of Nha Trang city. Regarding this, Mr. Pham Minh Nhut - Vice President of Nha Trang-Khanh Hoa Tourism Association, suggested that instead of banning passenger vans with more than 29 seats, the government should organize traffic regulation and reasonable traffic flow.

Also at the dialogue sessions, the issue of handling real estate projects with legal problems was of interest to many businesses. Especially when the Central agencies and the National Assembly have provided guidance on removing and handling groups of backlogged projects.

Many businesses have recommended that the Khanh Hoa provincial government soon provide guidance or quickly remove obstacles for real estate projects. It is also necessary to re-determine land taxes for projects with legal problems; speed up the settlement of administrative procedures, and resolve the dossiers for granting red books for condotel apartments...

Mr. Dang Duc Long - Nha Trang Seaful F17 Hot Mineral Joint Stock Company cited that since 2019, the company has submitted an application for investment policy for a mud clay mining project in Dien Khanh district. However, it has not been approved yet because the reason is unknown and the application has been returned many times. Only recently did the company discover that the registered mining area did not have a land use plan.

Mr. Nghiem Xuan Thanh - Secretary of Khanh Hoa Provincial Party Committee - commented that removing difficulties for enterprises is important, it is necessary to determine that public investment capital will lead private investment. Therefore, Khanh Hoa must focus on removing obstacles for local enterprises, focusing on unblocking resources, creating momentum for growth in the coming time.

Mr. Nghiem Xuan Thanh gave an example of attracting industrial investment but the land is not “clean” and there is no resettlement support. If so, high-class investors will not be interested in investing. Along with that, the government must speed up the settlement of administrative procedures; difficulties, obstacles, bottlenecks, and inadequacies.

Regarding the ban on cars with more than 29 seats from entering the center of Nha Trang City, Khanh Hoa Chairman Nguyen Tan Tuan stated the viewpoint of "harmonizing benefits and sharing risks". Explaining the reason for banning passenger cars with more than 29 seats, Mr. Tuan assessed that passenger cars entering the center during rush hour causes congestion, especially when schools in the area are out of school.

Regarding the acceleration of administrative procedures, Mr. Chau Ngo Anh Nhan - Director of the Department of Planning and Investment of Khanh Hoa province - admitted that the appraisal of investment policy approval, including consultation with departments and branches, was carried out according to regulations. However, to improve the consultation with departments and branches, the Department of Planning and Investment has advised on the implementation of an automatic messaging system. Departments and branches will send automatic messages to the leaders of the agencies until the leaders respond in writing.

Regarding the backlog of projects, Mr. Chau Ngo Anh Nhan said that the Central Government has a specific mechanism and policy to resolve them, thereby creating a basis for releasing land resources. On the local side, the department has advised the province on solutions to resolve them in the coming time.
