On April 18, information from the People's Committee of Lao Cai province, the Chairman of the Provincial People's Committee has just issued a document requesting to tighten the management of mineral exploitation, gathering, transportation and business activities; resolutely stop violating mining points until full procedures are completed according to regulations.
According to Document No. 2916/UBND-KT, the Chairman of Lao Cai Provincial People's Committee requested departments, branches, People's Committees of communes, wards and related units to seriously implement regulations in mineral exploitation, gathering, transportation, business and use activities in the area.
Notably, 13 sand and gravel mines that have not completed land lease procedures, have not installed equipment for managing and controlling output, and do not meet mandatory conditions - but still organize exploitation - must stop operating.
These mines are only allowed to resume operations after fully overcoming the existing problems and being certified by functional agencies.

The Chairman of Lao Cai Provincial People's Committee also requested units to urgently complete dossiers and procedures to put temporarily suspended or unexploited mines into operation.
Exploitation can only be carried out when all conditions for land, environment, and minerals are fully ensured, and a production control system must be installed according to regulations.
For mines that have been leased land in the exploitation area but have not completed procedures for auxiliary areas and gathering yards, it is required to immediately stop the gathering and transshipment of minerals in areas that do not meet legal conditions.
Only when the procedures related to land, environment and waterway traffic are fully completed are these activities allowed to be implemented.
Chairman of Lao Cai Provincial People's Committee assigned the Department of Agriculture and Environment, Provincial Police, Provincial Inspectorate and commune and ward authorities to strengthen inspection and supervision during the time the mines are temporarily suspended to remedy violations; promptly and strictly handle cases of non-compliance with regulations.
