Acting Minister Hoang Minh Son
According to the decision, Acting Minister of Education and Training Hoang Minh Son leads and comprehensively manages the Ministry's activities in accordance with the Law on Organization of the Government, the Government's working regulations and relevant legal documents.
Acting Minister directly directs the following areas: Strategy, planning for education development; organization of personnel; planning - finance and public investment; school facilities and equipment; socialization of education; emulation and commendation; legal affairs; inspection; administrative reform; press and media; science, technology, digital transformation and IT application in education.
Acting Minister directly in charge of units: Department of Organization and Personnel; Department of Planning - Finance; Department of Science, Technology and Information; Project Management Board of the Ministry of Education and Training; Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; University of Da Nang; Hue University; Thai Nguyen University; Hanoi University of Science and Technology; Can Tho University; National Economics University; Ho Chi Minh City University of Economics.
The Acting Minister jointly monitors centrally-run cities (Hanoi, Ho Chi Minh City, Hai Phong, Can Tho, Da Nang, Hue); directs activities related to steering committees, committees, councils, associations, unions, and funds as assigned by the Government, the Prime Minister and competent authorities; is the account holder No. 1 of the Ministry of Education and Training; performs the tasks of Government members and other tasks assigned by the Government and the Prime Minister.
Standing Deputy Minister Pham Ngoc Thuong
Standing Deputy Minister Pham Ngoc Thuong is in charge of the following areas: General education; preschool education; ensuring and accrediting the quality of general education; career guidance and vocational guidance for students; developing the contingent of teachers, management officials, public employees, and workers in the education sector; education for children with disabilities and children in difficult circumstances; women's affairs and gender equality affairs of the sector; sector and local planning; national civil defense; anti-corruption and anti-negativity work; thrift practice and anti-wastefulness work; building and monitoring the Ministry's inspection plan.
Deputy Minister Pham Ngoc Thuong is also in charge of managing diplomas and certificates in the national education system, certificates issued by foreign countries within the management scope of the Ministry; foreign language proficiency assessment exams according to the 6-level foreign language proficiency framework used for Vietnam; Vietnamese language proficiency assessment exams for foreigners; linking the organization of foreign language proficiency certificate exams in Vietnam; recognition of diplomas and certificates; implementing regulations on public disclosure for educational institutions within the management scope of the Ministry; digital transformation, application of information technology, and inspection work in assigned fields.
Deputy Minister Pham Ngoc Thuong assisted the Acting Minister in directing the development and implementation of regulations on high school graduation exams and national excellent student selection exams; and at the same time monitored and evaluated the implementation of exam regulations at general education institutions; directed the work of receiving citizens, complaints, denunciations, recommendations, and reflections of the Ministry.
Deputy Minister Nguyen Van Phuc
Deputy Minister Nguyen Van Phuc is in charge of the fields: Higher education; ensuring and accrediting the quality of higher education; national defense and security education; digital transformation, application of information technology and inspection in assigned fields.
Deputy Minister Phuc assists the Acting Minister in directing the implementation of regulations on investment conditions and operation of higher education institutions; directing the regular work of the Legal Department; directing a number of specific tasks of science and technology work; implementing policies for civil servants and public employees under the management of the Ministry; directing the recognition of competitions and Olympic exams belonging to one of the subjects of Mathematics, Physics, Chemistry, Mechanics, Informatics, or other majors at the university level.
Deputy Minister Le Quan
Deputy Minister Le Quan is in charge of the fields: Vocational education; continuing education; ensuring and accrediting the quality of vocational education and continuing education; political and ideological work, student work, physical education; international cooperation; mass mobilization work and implementation of grassroots democracy regulations; digital transformation work, application of information technology, and inspection work in assigned fields.
Deputy Minister Quan assists the Acting Minister in directing the implementation of regulations on investment conditions and operation of vocational education institutions; directing state management of associations, unions, and funds operating in the field of education and training.
