On April 17, information from the People's Committee of Lao Cai province, the Standing Committee of the Provincial Party Committee has just issued Directive No. 22-CT/TU on strengthening discipline, administrative discipline, public service ethics and office culture throughout the political system.
Accordingly, after the two-level local government model went into operation from July 1, 2025, Party committees, authorities, the Fatherland Front and socio-political organizations have made many changes in tightening administrative discipline, rectifying working style and manners. The effectiveness and efficiency of the political system has been gradually improved.

However, in reality, there are still many limitations. A part of cadres and party members lack a sense of responsibility, still show signs of avoidance, working half-heartedly, and lack proactiveness.
Some places have not strictly complied with public service procedures, causing trouble for people and businesses. The role of heads in some agencies and units is not clear; coordination is still loose, and the practice of thrift and anti-wastefulness is not strict.
Faced with this situation, the Standing Committee of the Provincial Party Committee requested all levels and sectors to continue to thoroughly grasp and strictly implement the Party's regulations and the State's laws; and at the same time concretize them into criteria for evaluating and ranking cadres and organizations, creating a clear change in discipline and public service responsibility.
Notably, 100% of agencies and units must issue and implement working regulations in the direction of "reducing formality, increasing substance", ensuring clear people, clear tasks, clear time, clear responsibilities; promote the application of information technology, streamline meetings, and improve work processing efficiency.
Along with that, the province sets a goal to build a team of officials who "dare to think, dare to do, dare to take responsibility", taking work results and the level of satisfaction of people and businesses as a measure. In the 2026-2030 period, Lao Cai strives for the satisfaction index to be among the top 10 localities in the country.

The Standing Committee of the Provincial Party Committee also emphasized the exemplary responsibility of the head. In case serious violations, stagnation, and inefficiency occur, they will be considered, handled, or replaced according to regulations.
Cadres, civil servants, and public employees are required not to avoid or shirk work, not to cause difficulties or troubles; strictly implement public speaking discipline, office culture and sign commitments of exemplary responsibility.
In addition, the province promotes digital transformation in public service activities, ensuring that 100% of cadres, civil servants, and public employees are trained in digital capacity to meet the requirements of working in a modern environment.
Party committees, agencies, and units are assigned to develop specific plans, strengthen inspection and supervision; promote the role of the Fatherland Front and socio-political organizations; promptly commend typical examples, and at the same time strictly handle violations, creating substantive changes throughout the system.
