On July 23, information from the State Treasury of Region IX, along with the task of accelerating the disbursement of public investment capital, the unit is strengthening the control of advances to ensure that budget capital is used for the right purpose, in accordance with regulations and promote investment efficiency in Lao Cai province.
Accordingly, the State Treasury of Region IX regularly monitors the advance situation of each project, each item and each contractor; periodically reviews due and overdue amounts to coordinate with investors to implement recovery according to regulations.
Mr. Vu Trong Cuong - Deputy Director of the State Treasury of Region IX said that in the process of payment control, the recovery of advance capital is carried out in accordance with contract terms and current regulations.
This approach both ensures that advance capital is used for the right purpose and limits the situation of prolonging the recovery time, affecting the efficiency of budget use.
From the beginning of 2026 to now, the State Treasury of Region IX has recovered about 1,370 billion VND of advance capital, equivalent to about 21% of the total outstanding advance balance at the beginning of the year.
In addition to temporary advance recovery, the State Treasury of Region IX continues to accompany investors in the process of disbursing public investment capital.
Professional departments are arranged to support from completing legal documents, preparing payment documents to resolving procedures on the electronic environment.
For eligible dossiers, the processing time is shortened to a maximum of 2 working days for payment of completed volumes and no more than 1 working day for advance dossiers, contributing to removing cash flow difficulties for investors and contractors.
Mr. Chu Duc Hai - Director of the Lao Cai Provincial Traffic Construction Investment Project Management Board said that the State Treasury's strict control but timely settlement of payment procedures has helped investors and contractors proactively mobilize resources and accelerate the construction progress of many key traffic projects.
According to the State Treasury of Region IX, in the coming time, the unit will continue to closely monitor the disbursement and advance situation of each project, and promote electronic transactions.
At the same time, coordinate with investors and relevant agencies to remove difficulties, ensure quick disbursement but strict control, so that each public investment capital is effective.
