In July, the progress of implementing the arrangement of public non-business units will be accelerated, especially in the fields of education and healthcare.

In July, the Ministry of Home Affairs was assigned to accelerate the progress of rearranging public non-business units (DVSNCL), especially in the fields of education and health; continue to strengthen decentralization, delegation of power, and decentralization of authority closely linked to the actual assessment of capacity, qualifications, and ability to meet the work needs of grassroots officials.

The process of arranging DNCLs must be implemented in the direction of streamlining, autonomy, promoting resource efficiency, creating a foundation for sustainable development and better serving people and businesses.

Hung Yen is one of the first 15 localities in the country to pilot the arrangement of the network of public preschool, general and continuing education institutions.

The province strives to complete the arrangement before August 30, 2026, ensuring stability and not affecting teaching activities in the 2026-2027 school year.

In Hue, according to the overall plan issued with Decision No. 2420/QD-UBND of the Chairman of Hue City People's Committee, the whole city is expected to reduce 264 public service units, equivalent to more than 36% of the existing focal points.

This is one of the largest scale arrangement options ever in Hue, affecting most fields such as education, health, culture, construction, agriculture, science and technology and other non-business units.

The goal set is not only to reduce focal points but also to improve the quality of public service provision, increase autonomy and efficient use of resources.

According to statistics from Hue City People's Committee, as of May 31, 2026, the city has 719 public service units. Among them, there are 13 units directly under the City People's Committee, 109 units under departments, 14 units under sub-departments, 582 units under commune-level People's Committees and 1 unit under other administrative organizations.

After completing the arrangement, the whole city is expected to have 455 public service units, a reduction of 264 focal points. Specifically, a reduction of 6 units under the City People's Committee, a reduction of 14 units under departments, a reduction of 12 units under sub-departments and a reduction of up to 228 units under the commune-level People's Committee.

Among the fields, education and training have the largest streamlining with 229 units. Next is the field of agriculture and environment, down 14 units; construction down 8 units; other fields down 7 units; culture, sports and tourism down 3 units; healthcare down 3 units.

In Nghe An, after being agreed upon by competent authorities, the Provincial People's Committee will issue an official plan for agencies and units to rearrange and reorganize non-business units, completing them no later than the third quarter of 2026.

Typically, the field of agriculture and environment is oriented to maintain no more than 7 public non-business units. However, the Department of Agriculture and Environment has developed a plan to arrange only 4 public non-business units to perform public non-business services, reducing 3 units; the remaining units switch to autonomy mechanisms from group 3 and 4, to group 1 and 2 according to the roadmap.

In the field of culture, sports and tourism, the Central Government's orientation is to maintain a maximum of 7 VMNCLs and the plan of the Department of Culture, Sports and Tourism is also built according to this orientation, reducing 2 units compared to the present.

Or in the construction sector, according to the orientation of having 5 VNU-CLs, currently there are 4 units implementing autonomy; the remaining unit will switch to group 2 autonomy mechanism.

For the Department of Science and Technology, from the existing 4 Private Enterprises, the sector will merge 2 units to improve management efficiency, and at the same time continue to transform the autonomy mechanism for the remaining units according to the roadmap.

In Thai Nguyen province, the Department of Education and Training has issued Document No. 3851/SGDĐT-TCHC requesting communes and wards to review and develop plans to arrange the school network according to the 2-level local government model.

The goal will be to ensure streamlining, reducing at least 35% of the number of focal points of public educational institutions compared to July 1, 2025; ensuring that each commune-level administrative unit has one kindergarten, one primary school and one secondary school or one educational institution with multiple levels of education.
