According to the Submission of the City People's Committee Party Committee, the Hai Phong Free Trade Zone is proposed to have an area of about 6,292 hectares, expected to be located in the Southern Coastal Economic Zone of Hai Phong and the Dinh Vu - Cat Hai Economic Zone, with the nature of a comprehensive Free Trade Zone, distributed in 3 locations not adjacent to functional areas including production areas; port and logistics areas - port; commercial - service areas and other types of functional areas according to the provisions of law.
Accordingly, location 1 is proposed to be within the South Hai Phong Coastal Economic Zone in Chan Hung and Hung Thang communes, with an area of about 2,923 hectares. Location 2 is within the scope of Dinh Vu - Cat Hai Economic Zone, including Nam Dinh Vu Industrial Park (Area 2) and Nam Dinh Vu Non-Tariff Area and Industrial Park (Area 1), with an area of about 1,077 hectares. Location 3 is located within Dinh Vu - Cat Hai Economic Zone on Cat Hai Island, Cat Hai Special Zone, with an area of about 2,292 hectares.
Regarding the roadmap, Hai Phong Free Trade Zone will be implemented in stages. Phase 1 (2025-2030) completes the legal framework, infrastructure and pilot. In particular, in 2025, the establishment of Hai Phong Free Trade Zone will be established; immediately deploy a number of pilot mechanisms and policies for the area of Dinh Vu - Cat Hai Economic Zone; deploy planning, investment, construction... in the area of the Southern Hai Phong Coastal Economic Zone; prioritize investment in completing connecting infrastructure, seaports and key logistics functional areas; perfect the management, operation model and build coordination regulations in administrative management and customs management in the Hai Phong Free Trade Zone; focus on building a specific legal framework and a delegation mechanism.
In 2026 - 2028, continue to promote the thorough application of all pilot mechanisms and policies in the Hai Phong Free Trade Zone for areas in the Dinh Vu - Cat Hai Economic Zone; continue to carry out procedures on planning, approving investment policies, construction for functional subdivisions; deploy the work of attracting and selecting investors.
In 2028 - 2030, promote all pilot mechanisms and policies in the Hai Phong Free Trade Zone for areas in the Dinh Vu - Cat Hai Economic Zone; basically complete technical infrastructure and implement the acceleration of the full application of pilot mechanisms and policies in the Hai Phong Free Trade Zone for areas in the Southern Coastal Economic Zone.
Phase 2 (2030 - 2035), continues to promote the effectiveness, synchronization of pilot mechanisms and policies and comprehensive completion of infrastructure of Hai Phong Free Trade Zone. Along with that, implement comprehensive incentives, expand the scale and area of functional areas, continue to implement planned port and urban projects.
The Standing Committee of the City Party Committee agreed on the policy and agreed to submit to the City Party Committee Executive Committee for comments on the policy of establishing the Hai Phong Free Trade Zone. On that basis, the City People's Committee Party Committee directed the completion of the dossier to submit to the City Party Committee Executive Committee in the coming time according to regulations and officially decided to establish Hai Phong Free Trade Zone in 2025.
