The Governor of the State Bank of Vietnam (SBV) has just issued Decision 3937/QD-NHNN announcing administrative procedures that are eligible to provide online public services, in order to promote digital transformation of the banking industry.
According to Decision 3937/QD-NHNN dated December 17, 2025, a total of 55 administrative procedures under the management of the SBV are included in the list provided on the National Public Service Portal. This move aims to concretize regulations on implementing administrative procedures in the electronic environment, improving service efficiency for people and businesses.
These online public services cover many key areas such as: Payment activities, banking information technology, foreign exchange activities and procedures for emulation and rewards.
Notably, in this list of 55 procedures, there are many important operations directly related to the operations of credit institutions and gold enterprises, including:
Payment sector: Procedures for requesting a code to organize the issuance of bank cards (BIN code); register a white check form; issue a license to operate payment intermediary services; open a payment account at the State Bank (for credit institutions, State Treasury...).
Gold management sector: Procedures for proposing to issue or adjust the Certificate of eligibility for gold production for jewelry and fine arts; granting a Certificate of temporary import of raw gold for product re-export (for enterprises with processing contracts abroad); procedures for voluntarily terminating gold production for jewelry and fine arts.
Decision 3937/QD-NHNN officially replaces Decision No. 2910/QD-NHNN (issued on December 31, 2024). The update of this list helps ensure compliance with current legal regulations, while speeding up the progress of administrative reform under the modern one-stop, one-stop mechanism.
