After reviewing the relevant documents and papers and finding that there were grounds to prove that Quan Minh Company Limited, headquartered in Village 11, Ha Long Commune, Van Don District (now Van Don Special Zone), was unable to pay, the People's Court of Quang Ninh Province decided to open bankruptcy proceedings against Quan Minh Company Limited.
Within 30 days from the date the People's Court of Quang Ninh province issued the decision to open bankruptcy proceedings, creditors must send debt collection documents to the Governor, management enterprises, liquidate assets designated by the People's Court of Quang Ninh province, or allow the Judge to conduct bankruptcy proceedings.
The debt collection paper must include the following contents: Full name, address, nationality, citizen identification card of the creditor or the creditor's representative; total amount to be paid, including debt, due debt and unpaid interest, unpaid debt; secured debt and collateral method; unsecured debt payable by the enterprise; compensation according to the contract (if any). Attached to the debt collection certificate are documents proving those debts.
After the deadline, if the credits do not send a debt collection letter, it is considered a waiving of the right to collect the debt.
Quan Minh Company Limited is the investor of the Ocean Park Project in the Hon Cap Xe area, Ha Long commune, Van Don district, now Van Don Special Zone, Quang Ninh province.
The project was approved by the People's Committee of Quang Ninh province for a detailed plan of 1/500, according to Decision No. 36/QD-UBND dated January 6, 2011 and assigned to this enterprise as the investor'. By October 2016, the project was officially approved with a scale of up to 41.2 hectares and a total technical construction investment of more than 392 billion VND.
The project includes 725 plots of villas, townhouses and service areas.
However, due to problems between the investor and the bank, in which both sides have filed a lawsuit in court, causing the project to stagnate, the investor is continuously on the list of the largest tax-yed entities in Quang Ninh.
