The Hanoi Department of Construction has just issued a document implementing Directive 06/CT-BXD of the Ministry of Construction, requesting the review and strict handling of violations in road safety corridor management, and at the same time eliminating all parking lots under the bridge.
According to the direction, the Traffic Infrastructure Maintenance Board must preside over and coordinate with the winning bidder for road management and maintenance and the Traffic Infrastructure Management Department to inspect the entire management and use of road safety corridors. The temporary use of roadways and sidewalks for other purposes must comply with the provisions of Article 21 of Decree 165/2024/ND-CP. All cases of encroachment, illegal use of safety corridors or road land must be promptly handled. The management unit must be responsible if there are any violations or there is a risk of unsafety or fire related to infrastructure.
The Maintenance Board must also coordinate with the Traffic Police, Administrative Management Police, and Fire Prevention and Fighting Police to increase patrols, detect and strictly handle violations, including the use of underpasses as illegal parking lots. In addition, the inspection of Fire Prevention and Fighting conditions related to the use of transport infrastructure must comply with Decree 105/2025/ND-CP.
The Traffic Infrastructure Management Department is assigned to review and propose solutions to immediately relocate parking lots from the protection area of road infrastructure before October 30, 2025. At the same time, this unit must review the list of routes and streets eligible for temporary use of part of the roadway to park vehicles according to Decision 6440/QD-UBND dated December 16, 2024, and advise the City People's Committee to adjust in September 2025, ensuring compliance with current regulations.
Require the Hanoi Finance and Investment Department to be responsible for reviewing and proposing investment in building parking lots that meet approved planning standards, meeting the city's static traffic needs. These proposals will be reported to the Hanoi People's Committee to arrange medium-term capital and include in the annual investment calling list.
"The units urgently deploy, ensuring that the situation of using the bridge underpass in violation of regulations does not recur, avoiding the risk of fire causing serious consequences for traffic infrastructure and urban safety", the document stated.
