Attending and directing the Congress on the morning of August 4 were: Prof. Dr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, National Assembly deputies of Quang Ninh province; Mr. Vu Hong Thanh - Member of the Party Central Committee, Vice Chairman of the National Assembly, National Assembly deputies of Quang Ninh province; Mr. Dang Xuan Phuong - full-time Deputy Secretary of the National Assembly Party Committee, National Assembly deputies of Quang Ninh province; Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh province.
Speaking at the Congress, Mr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council - suggested that the Congress study and discuss the development of a model of the Van Don Special Zone with modern institutions, superior mechanisms and policies of international class; realize the vision of developing Van Don into a multi-sectoral, green, modern, smart, and extremely economic growth center; build a clean, strong, comprehensive special-zone Party Committee, and innovate the Party's leadership method.
To achieve this goal, Mr. Nguyen Xuan Thang requested the Congress to have a deep understanding of the development model of the Van Don special zone; build a streamlined, effective, and efficient special zone government apparatus, with strong decentralization and delegation of power; form a breakthrough and outstanding institutional framework based on the unique advantages of Van Don, not only according to international standards but also need to have an outstanding institution, surpassing a number of special zones in the region so that Van Don is competitive enough and successfully competes with the existing special zone models in the region and the world.
The Party Committee of the Special Zone needs to advise the province and the Central Government on a suitable model of special zone governance and management. Build a streamlined apparatus, eliminate unnecessary intermediaries, ensure the unified and consistent leadership of the Party, while improving the management efficiency and creativity of the special zone government. The Party organization, government and organizations in the special zone need to be rearranged in a flexible direction, avoiding machine-made molds. At the same time, it is necessary to promote the mechanism of self-control of power within the special zone apparatus, preventing abuse of power or separation from the leadership of the Party.

In addition, the Party Committee of the Special Zone needs to proactively propose to the Central Government to issue specific mechanisms and policies for Van Don, creating conditions for the special zone to mobilize and allocate internal resources to the maximum efficiency, attract external resources, create new development momentum for the special zone; have a mechanism to decentralize revenue sources and specific spending tasks for the special zone, in the direction that the special zone retains a higher revenue ratio than other localities, and has a strong enough budget to invest in infrastructure development and strategic services.
Regarding investment, it is proposed to give the special-zone government higher authority in approving investment projects, establishing an open "one-stop, on-site" mechanism to shorten administrative procedures. Regarding human resources, it is necessary to allow the special zone to apply special treatment policies ( Regarding salary, income, housing, working environment) to attract talented, highly qualified experts, including foreign experts to work long-term at Van Don.
At the same time, it is necessary to take the lead in digital transformation and digital economic development; be a "laboratory" for new institutions, models, and mechanisms, from which if successful, it will be summarized and replicated nationwide.
In the working session this morning, the Congress announced the decision of the Standing Committee of the Quang Ninh Provincial Party Committee to appoint the Party Executive Committee, the Standing Committee of the Party Committee, the Secretary, and Deputy Secretary; the Party Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the Van Don Special Zone Party Committee; appoint delegates to attend the 16th Provincial Party Congress. Mr. Cao Tuong Huy - Member of the Standing Committee of the Quang Ninh Provincial Party Committee - holds the position of Secretary of the Party Committee of the Van Don Special Zone for the first time, term 2025-2030.
The Congress also voted and approved the Congress resolution with 11 main targets, 5 key tasks, 3 breakthroughs, and 7 implementation solutions.
