The State Securities Commission (SSC) has just issued three decisions to sanction administrative violations in the field of securities and the stock market against a series of enterprises for not complying with regulations on information disclosure.
According to Decision No. 329/QD-XPHC dated October 14, 2025, Bitexco Energy Joint Stock Company (located at room 303, 3rd floor, The Manor, My Dinh 1 ward, Nam Tu Liem district, Hanoi city, now Tu Liem ward, Hanoi city) was fined VND 92.5 million under Point a, Clause 4, Article 42 of Decree 156/2020/ND-CP.
The State Securities Commission said that the Company did not send information disclosure (IC) to the Hanoi Stock Exchange for documents such as the 2020 financial report, the 2021 semi-annual financial report, the situation of interest payment - bond principal and the report using capital to issue bonds in 2020, the 2021 semi-annual report.
In addition, Bitexco Energy sent an untimely announcement of information for the following documents: report on completing the buyback of bonds before maturity code BITEXCOL1620001, financial report for 2021, report on payment of interest - principal and use of bond capital in 2021.
An Phu Urban Investment - Development Joint Stock Company (address 28 Phan Boi Chau, Hoa Thuan Ward, Tam Ky City, Quang Nam Province, now Ban Thach Ward, Da Nang City) was also fined VND 92.5 million for similar violations.
The company did not send information to the Hanoi Stock Exchange about the payment of interest and principal of bonds in 2021 and the first 6 months of 2022; at the same time, it did not send on time the report on the use of capital sources for issuing bonds, financial report for 2021, the offering results of bonds with codes APBCH2125001, APBCH2225001, APBCH2225002, and the semi-annual report in 2022.
Notably, the State Securities Commission has fined Vinaconex Infrastructure Development and Investment Joint Stock Company (address: 647 Pham Van Dong Street, Co Nhue 1 Ward, Bac Tu Liem District, Hanoi City, now Nghia Do Ward, Hanoi City) VND 92.5 million for not disclosing information about important documents for many consecutive years.
The company did not publish the audited Financial Statements for 2022, 2023, 2024; Annual statements for 2022, 2023, 2024; Report on the company management situation in 2022, 2023, 2024; Report on the company management situation in the first 6 months of 2023, 2024, 2025.
