When hearing that the project to expand National Highway 13 to 60 m and build a 4-lane elevated road will start construction at the end of 2026, people in Ho Chi Minh City are very excited because they are about to escape the long traffic jam.

Mr. Nguyen Van An (residing in Hiep Binh ward) said that every day he has to face traffic jams on National Highway 13, especially the section across Binh Trieu bridge. "The situation of prolonged congestion has existed for too many years, wasting time, energy and spirit of tens of thousands of people," said Mr. An and hoped the road would soon be completed on schedule.
Mr. Dang Van Lam (residing in Thu Duc ward) shared: "In the past, I heard a lot of information about the project but it only stopped at two expected words. Now that the city has clearly defined the implementation roadmap, I feel excited. I hope the project will be constructed soon to escape traffic jams and make travel more convenient".



Recently, the Ho Chi Minh City Department of Construction has reported to the Ho Chi Minh City People's Committee on the detailed plan for implementing component project 2: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge), implemented under the form of a BOT contract (Building - Business - Transfer).
This 5.9 km long section of National Highway 13 will be expanded to 60 m, accommodating 10 traffic lanes.
Notably, the project will build a 3.2 km long elevated road (overpass) from Binh Trieu intersection to Binh Phuoc intersection, with a scale of 4 lanes and a design speed of 80 km/h. Below, on both sides of the route, there will be a 3-lane parallel road on each side, serving mixed vehicles. At the same time, the project will build two two-way underpasses at Binh Loi intersection and Binh Phuoc intersection to reduce pressure at major intersections.

The total investment of the project is nearly 21,000 billion VND, of which the city budget participates more than 14,600 billion VND for component project 1 (compensation, support, resettlement). The remaining amount is about 6,300 billion VND, arranged by the investor himself, implementing component project 2 (upgrade, expansion). After completion, the investor plans to collect the payback fee within 18 years and 4 months.
National Highway 13 is a vital route at the northeastern gateway of Ho Chi Minh City, connecting with Binh Duong and Binh Phuoc. The route passes through a densely populated residential area and connects to the old Mien Dong Bus Station, so it is often congested. Recently, traffic jams have become more serious because Binh Trieu Bridge is under construction to upgrade.


To ensure the progress of starting construction at the end of 2026, the site clearance work is being focused on by Ho Chi Minh City.
The Ho Chi Minh City People's Committee has assigned the Hiep Binh Ward People's Committee to coordinate with the Compensation and Site Clearance Board of Thu Duc City to determine the origin of the land and develop a comprehensive and detailed compensation, support and resettlement plan according to regulations.
The city aims to complete the approval of the compensation plan in December 2025. All problems beyond the authority must be promptly reported by Hiep Binh ward, and proposed to the Ho Chi Minh City People's Committee for consideration and resolution.

Along with National Highway 13, Ho Chi Minh City is also promoting 3 other BOT projects to upgrade existing roads, including National Highway 1, National Highway 22 and the North - South axis, to complete the inter-regional traffic network, reducing infrastructure pressure at gateways.
