Resolution 57 creates a change in the management thinking of the Industry and Trade sector

From building institutions, developing data to promoting innovation, the Ministry of Industry and Trade is gradually realizing Resolution 57-NQ/TW.

Enhance responsibility, take results as a measure

From the beginning, the Ministry of Industry and Trade has consolidated the Steering Committee and Working Group, and at the same time issued plans and guiding documents to organize the implementation of Resolution No. 57-NQ/TW uniformly throughout the industry.

The tasks are reviewed, clearly assigned to the presiding agency, coordinating agency, completion deadline and output. This organization method helps the implementation of the Resolution become systematic, limiting the situation of task assignments being general or difficult to determine responsibility.

As of June 30, 2026, the Ministry of Industry and Trade was assigned 287 tasks, of which 178 tasks have been completed; the remaining tasks are being implemented on schedule or are regular tasks, and there are no overdue tasks that have not been completed.

This result shows that the direction and administration work has clearly changed. Progress is not only monitored through reports, but is increasingly associated with specific products, applicability and practical effectiveness.

In managing science, technology and innovation tasks, the Ministry has issued regulations in the direction of ordering, assigning tasks, evaluating and accepting based on output results. This is an important change, contributing to bringing research activities closer to management, production and market requirements.

Digital transformation associated with data and service quality

Digital transformation of the Industry and Trade sector has made progress from digitizing processes to building, connecting and exploiting data for management and administration.

The centralized administrative procedure information system is being deployed nationwide. In the first 6 months of 2026, the system received nearly 68,000 dossiers, of which about 99% were submitted online. The Ministry has integrated 265 online public services into the National Public Service Portal.

The high rate of online dossier receipt shows that the interaction method between management agencies and people and businesses has changed significantly. However, the goal of digital transformation is not only to bring procedures to the online environment, but also to use data to shorten processing time, reduce paperwork and improve service quality.

In that direction, the Ministry has gradually formed specialized databases, connected with national databases and national data centers. The industrial and commercial economic database has fully synchronized groups of indicators as required; chemical and precursor databases have been supplemented, connected and continue to be cleaned and verified.

Some systems serving market management, goods tracing, gasoline management and supporting people have been put into operation. Data not only serves internal management activities but is initially turned into tools and utilities to support businesses and people.

This is a specific manifestation of constructive thinking: data is built not for private storage, but must be connected, shared and exploited to solve practical requirements.

Focus on major problems of the industry

In the field of science, technology and innovation, the Ministry of Industry and Trade has identified three major problems including ensuring energy security; improving industrial self-reliance capacity, localization and developing green and smart value chains; modernizing trade with data, smart logistics and reliable supply chains.

On that basis, the Ministry focuses on building tasks associated with technology groups and products with clear application needs such as digital copies of electrical systems, medium and high voltage switching equipment, robots and artificial intelligence in industry, and new materials.

Choosing major problems helps research activities avoid spreading out, while being closerly linked to the requirements of ensuring energy security, improving domestic production capacity and modernizing distribution and trade systems.

Corporations, general corporations and businesses in the industry are also shifting from applying single technology to building technology portfolios and products associated with production, operation and market activities.

Some solutions on smart manufacturing, mining automation, electrical equipment, industrial robots, specialized artificial intelligence and digital copies have been researched, tested or put into operation. Some products have brought efficiency within the enterprise and initially show commercialization potential.

This implementation method gradually clarifies the role of stakeholders in the innovation ecosystem. The State focuses on building mechanisms, policies and standards; businesses lead the needs and organize applications; institutes and schools provide technology and human resources; localities create a test and implementation space.

From the initial results, the Ministry of Industry and Trade is continuing to strongly shift from management to creation, from deployment according to progress to evaluation by products, data and output efficiency. This is the basis for science, technology, innovation and digital transformation to make more practical contributions to improving productivity, self-reliance and competitiveness of the entire industry.
