On the afternoon of July 15, speaking at the Hanoi City People's Council session, Chairman of Hanoi City People's Committee Vu Dai Thang said that the contents questioned at the session are practical people's livelihood issues, which are of particular concern to voters and people. The City People's Committee would like to seriously receive them.
Commitments and solutions that have been reported by department and sector directors and Vice Chairmen of the City People's Committee at the hall will be concretized into implementation plans, clearly defining the progress and responsibilities of each agency and unit, and regularly inspecting and urging implementation results.
For contents that do not have the conditions to answer fully in the hall, the City People's Committee will continue to direct answering and resolving according to regulations.
According to Mr. Thang, in the past time, the city has simultaneously implemented many important tasks: Organizing the implementation of the Capital Law and major plans; operating the two-level local government model; promoting growth; implementing key projects and works; and continuing to handle prolonged problems and urban livelihood issues.

Accordingly, the progress of investment preparation, site clearance and construction of some projects has not met requirements, some projects continue to have problems with procedures, land and coordination between agencies. The handling of slow-progressing projects and ineffective use of land resources is not uniform.
Issues related to traffic congestion, flooding, air pollution, river pollution, waste collection and treatment, social housing, schools, medical facilities and cultural institutions still need to be focused on solving.
Discipline, administrative discipline and the quality of coordination between some agencies and units are still limited; there are still slow handling tasks, responsibilities have not been clearly defined, or specific results have not been achieved.
On behalf of the City People's Committee, I seriously take responsibility before the People's Council, voters and people of the Capital for the limitations under the direction and administration responsibility of the City People's Committee; especially the slow-progress tasks, ineffective coordination and issues that have not created clear changes" - Mr. Thang said.
Four key task groups
In the remaining time of the year, Mr. Thang said that the city focuses on implementing four key task groups.
First, manage growth proactively, closely to reality and improve the quality of growth.
The city continues to firmly aim for a double-digit growth target for 2026, urgently reviewing and updating growth scenarios quarterly, monthly, sectorally, and locally; regularly evaluating results to promptly adjust tasks and management measures in accordance with actual developments.
Second, focus on removing bottlenecks in investment, infrastructure and urban management.
The city will review the progress of each project; specifically identify milestones on investment procedures, site clearance, construction and disbursement.
Projects that are unable to be implemented according to the plan will be considered for capital transfer. For strategic transport projects, urban railways, ring roads, bridges over the Red River, drainage works, wastewater treatment, schools, hospitals and urgent civil works, the City People's Committee will maintain a direct direction mechanism, regularly inspect at the scene and promptly handle problems.
Third, effectively implement the Capital Law and major plans.
The city will review all contents that have been decentralized and delegated; clearly identify what has been completed, what is still slow, the causes and responsibilities of relevant agencies. Decentralization must be linked to implementation conditions, personnel capacity, resources, inspection, supervision and accountability.
Fourth, improve the effectiveness, efficiency of management and implementation responsibility of the apparatus.
The city continues to promote administrative reform, decentralization, delegation of power and digital transformation; complete shared databases; strengthen the use of data in forecasting, directing, operating and checking the progress of task implementation.
The Chairman of the City People's Committee said that immediately after the meeting, the City People's Committee will urgently implement the resolutions that have just been passed. The City will closely coordinate, provide complete information, seriously receive recommendations through supervision and report on implementation results according to regulations.
