To increase electricity prices by 2 - 5%, EVN must ask for opinions from the Ministry of Industry and Trade

Electricity prices need to be adjusted up from 2% to below 5%. EVN needs to prepare a dossier of the average retail electricity price plan to report to the Ministry of Industry and Trade.

The Government has just issued Decree No. 278 amending and supplementing a number of articles of Decree No. 72/2025/ND-CP dated March 28, 2025 of the Government stipulating the mechanism and time for adjusting the average electricity price.

Accordingly, amend and supplement points a and b, clause 1, Article 5. In case the calculated average electricity price decreases by less than 1% or increases by less than 2% compared to the current average retail electricity price, Vietnam Electricity Group is responsible for reporting to the Ministry of Industry and Trade about not adjusting the average retail electricity price and preparing a dossier to send to the Ministry of Industry and Trade for inspection and supervision.

In case the calculated average retail electricity price decreases by 1% or more compared to the current average retail electricity price or the average retail electricity price needs to be adjusted to increase by 2% to less than 5% compared to the current average retail electricity price, Vietnam Electricity Group shall prepare a dossier of the average retail electricity price plan to report to the Ministry of Industry and Trade for inspection, review and comments.

Within 15 working days from the date of receiving complete dossiers of the average retail electricity price plan of Vietnam Electricity Group, the Ministry of Industry and Trade is responsible for giving written opinions on the electricity price calculation results. Vietnam Electricity Group decides on adjusting to reduce the average retail electricity price or adjusting to increase the average retail electricity price after the Ministry of Industry and Trade has written opinions. Within 5 working days from the date of adjustment, Vietnam Electricity Group is responsible for reporting to the Ministry of Industry and Trade for inspection and supervision.

The Decree amends and supplements points a and b, clause 1, Article 6. In case the calculated average retail electricity price decreases by less than 1% or increases by less than 2% compared to the current average retail electricity price, Vietnam Electricity Group is responsible for reporting to the Ministry of Industry and Trade on not adjusting the average retail electricity price and preparing a dossier to send to the Ministry of Industry and Trade for inspection and supervision.

In case the calculated average retail electricity price decreases by 1% or more compared to the current average retail electricity price or the average retail electricity price needs to be adjusted to increase by 2% to less than 5% compared to the current average retail electricity price, Vietnam Electricity Group shall prepare a dossier of the average retail electricity price plan to report to the Ministry of Industry and Trade for inspection, review and comments.

Within 15 working days from the date of receiving sufficient dossiers of the average retail electricity price plan of Vietnam Electricity Group, the Ministry of Industry and Trade is responsible for giving written opinions on the electricity price calculation results. Vietnam Electricity Group decides on adjusting to reduce the average retail electricity price or adjusting to increase the average retail electricity price after the Ministry of Industry and Trade has written opinions.

Within 05 working days from the date of adjustment, Vietnam Electricity Group is responsible for reporting to the Ministry of Industry and Trade for inspection and supervision.
