In Decision No. 808/QD-TTg of the Prime Minister on assigning tasks for strategic technology development, the Ministry of Industry and Trade is assigned to preside over three major problems along with strategic technologies and related strategic technology products.

The first problem is to ensure energy security for high growth, modernizing the green, smart and self-reliant electricity - fuel system (including: 4 strategic technology groups and 7 strategic product groups).
The second problem is industrial autonomy, improving the localization rate and upgrading the green, smart, high value-added production chain (including 6 strategic technology groups and 10 strategic product groups).
The third problem is to modernize domestic and foreign trade using data, smart logistics and reliable supply chains (including 2 strategic technology groups and 5 strategic product groups).
The three major problems are identified based on 3 pillars of the Industry and Trade sector: energy, industry and trade, the identification has been carried out through a journey. That journey is chaired by the Department of Innovation, Green Transformation and Industrial Promotion (Dục ĐCK), in coordination with advisory units and submitted for approval before being sent to the Ministry of Science and Technology for submission to the Prime Minister for approval.

Implementing the tasks assigned in Notice No. 22-TB/CQTTBCĐ dated March 20, 2026 of the Standing Agency of BCĐTW, the Directorate has coordinated with corporations, general corporations, businesses, institutes, schools, associations; the Ministry has coordinated with the Ministry of Science and Technology to advise and submit to the Prime Minister for promulgation Decision No. 21/2026/QD-TTg and Decision No. 808/QD-TTg. One of the important contributions of the Directorate is proposing a new approach in building the major problem of the industry.
Instead of starting from available technology or individual investment needs of each field, the construction team chose a reverse approach: starting from assigned growth targets, identifying systematic bottlenecks of each sub-industry, thereby selecting strategic technology, strategic technology products and core enterprises capable of participating in solving the problem.
In its role as the focal agency assigned to advise, the Department of Innovation, Green Transformation and Industrial Promotion has proactively coordinated with units throughout the industry to implement a methodical, scientific and continuous working process.
The biggest difficulty is not finding the existing problems, but identifying the truly fundamental problems that can create spillover effects on the entire industry.
Each field has its own challenges, each unit has different perspectives and priorities. Therefore, the process of building major problems requires continuous exchange, debate, criticism and screening to reach a high level of unity in thinking and approach.

A special point in the advisory process of the DSC is the approach from objectives to solutions. Instead of starting from technology, the construction team started from the growth targets assigned to the Industry and Trade sector, identifying the goals to be achieved for each sub-sector, thereby retrospectively identifying the biggest bottlenecks, selecting strategic technology, strategic technology products and core enterprises capable of participating in solving the problem.
At the Conference on building the Strategy of the Industry and Trade sector on March 19, the Minister of Industry and Trade pointed out that the Industry and Trade sector is made up of three core pillars including energy, industry and trade. This is not only a strategic orientation but also an important theoretical basis for the Department of Innovation, Green Transformation and Industrial Promotion and related units to continue to improve the system of major problems of the entire sector.
The Government's assignment to the Ministry of Industry and Trade to preside over the implementation of three major tasks shows confidence in the industry's leading role in national economic growth. This is also the result of a methodical and scientific research process, carefully prepared from the development practice of each field, with the participation of the entire industry, with the focal point for advising and coordinating being the Department of Innovation, Green Transformation and Industrial Promotion.
The foundations laid today will be the basis for the Industry and Trade sector to enter a new stage of development with greater aspirations: more energy autonomy, stronger industry and more modern trade.
