The State Bank of Vietnam (SBV) is accelerating the implementation of biometric authentication, an important step in enhancing the security and convenience of banking transactions. However, this process still faces some difficulties for specific customer groups such as people in remote areas and people with disabilities.
Speaking to Lao Dong, Deputy Governor of the State Bank of Vietnam Pham Tien Dung said that many customers in remote areas use phones that do not support NFC technology - a necessary factor for online biometric registration. In addition, there are still a number of customers who do not own a chip-embedded citizen identification card (CCCD), but only use an old, valid ID card (CMND) or CCCD, leading to difficulties in verifying information.
To support customers in remote areas, the State Bank of Vietnam has directed credit institutions to arrange staff to provide direct support at transaction counters. At the same time, the State Bank of Vietnam has also accelerated the integration of authentication through electronic identification accounts (VNeID) provided by the Ministry of Public Security to reduce obstacles for people.
For people with disabilities, especially those who are blind or have vision problems, current biometric authentication relies heavily on eye recognition, causing inconvenience when making transactions.
Deputy Governor Pham Tien Dung said that to overcome this problem, the State Bank of Vietnam issued Circular No. 50/2024/TT-NHNN dated October 31, 2024. This Circular allows credit institutions to flexibly choose the appropriate authentication method for this group of customers, without requiring the application of biometrics, but still ensuring compliance with legal requirements on electronic transactions.
The implementation of these solutions not only helps customers access banking services more easily but also contributes to promoting an increasingly safe and comprehensive digital banking system.
