According to information from the working session and on-site inspection of Mr. Nguyen Viet Thang - General Director of Binh Son Refining and Petrochemical Joint Stock Company (BSR) at Dung Quat Biofilderal Plant (NLSH), the restart of the plant is expected to be completed in November 2025.
According to Mr. Pham Van Vuong - Director of the Central Petroleum Biofil material Joint Stock Company (BSR-BF), the unit managing and operating the plant, said: The maintenance work will be completed before October 31, 2025. Currently, the units are focusing all their efforts on the electricity - steam workshop area, after completing the start-up of the main power station to supply electricity to the entire plant.
The progress is strictly controlled every day, human resources are mobilized at the highest level to ensure urgent requirements. It is expected that from November 2025, the plant will officially restart and produce Pethanol to serve the blending of E10 biofuel, earlier than the Government's roadmap.
With a capacity of 100 million liters of Pethanol/year, the main raw material is dried cassava, Dung Quat NLSH Factory will play a key role with Dung Quat Refinery in providing biofuel for the Central market, contributing to ensuring energy security, reducing emissions and developing clean, environmentally friendly fuel.
Previously, on August 29, 2025, BSR coordinated with the Vietnam Oil Corporation (PVOIL) to commercialize the first batch of E10 RON95 biofuel by road, distributed in Quang Ngai province and neighboring areas.
According to the plan, from September 2025, BSR and PVOIL will supply the market with 700 - 1,000 m3 of E10 RON95 per month and gradually increase production. By January 1, 2026, the entire Central market in particular and the whole country in general will use E10 gasoline.
Previously, since 2015, BSR has been processing E5 RON 92 gasoline at Dung Quat Refinery's warehouse system and successfully exporting it to domestic partners.
