From the foundation of success in attracting FDI capital, Vietnam is shaping a new development strategy with a focus on quality instead of just expanding scale. Prioritizing the development of high-quality human resources is a decisive factor, creating motivation to enhance the position and competitiveness of the economy.

Developing high-quality human resources is a decisive condition

Resolution No. 10-NQ/TW on economic development with foreign investment capital is of particular importance, in the context that our country is entering the stage of restructuring the industrial development space, improving the quality of export processing zones and industrial parks.

Regarding FDI, registered capital in the first 6 months of 2026 reached 34.65 billion USD, an increase of 61%; while realized capital reached 13.03 billion USD - the highest level in 5 years. Registered capital reflects expectations, but disbursed capital is the clearest manifestation of confidence, an important indicator showing that Vietnam not only grows rapidly, but still maintains its attractiveness in the eyes of international investors.

At the conference to thoroughly grasp and implement Resolution No. 10-NQ/TW held on June 30, General Secretary and President To Lam emphasized that developing high-quality human resources is a decisive condition. Without a team of engineers, experts, technicians and good managers, it is impossible to attract and retain high-tech projects, nor can it be switched from processing and assembly to designing, researching, and producing high value-added products and services.

Localities with industrial parks, economic zones, and high-tech zones must proactively link with educational institutions, research institutes and businesses to train according to the needs of the industry, linkage clusters and strategic projects. It is necessary to create conditions for Vietnamese people to gradually take on technical, management, research, design and supply chain operation positions in FDI enterprises.

Use and remuneration of talents according to international standards

Dr. Nguyen Si Dung - former Deputy Chairman of the National Assembly Office - said that leading technology corporations do not lack capital, nor do they pay too much attention to simple tax incentives. What they are looking for is an innovation ecosystem capable of supporting research, development and technology commercialization in the long term. Therefore, it is necessary to focus on 3 groups of breakthrough mechanisms.

First, special institutional mechanisms. According to him, it is necessary to build "special innovation zones" with flexible governance mechanisms, one-stop administrative procedures, policy testing mechanisms (sandboxes) and the ability to quickly handle issues arising related to new technologies.

Second, the mechanism of superior talent. According to him, the current competition is actually competition for brainpower. Vietnam needs to have special policies to attract leading scientists, technology experts, engineers in the world and the Vietnamese intellectual community abroad; and at the same time allow R&D centers to actively recruit, use and treat talent according to international standards.

Third, a co-investment mechanism for innovation. The State can support part of the research costs, train high-quality human resources, build shared laboratories, data infrastructure and high-performance computing infrastructure. According to him, these are factors that are very attractive to global R&D centers.

National Assembly Deputy Nguyen Thi Viet Nga (Hai Phong Delegation) said that the quality of human resources is an important factor to attract FDI enterprises. The most fundamental solution must still start from education. We need to bring training programs that closely follow market needs into universities, and at the same time boldly close out industries that are no longer suitable. The application of AI has shortened working hours from one month to one day, therefore, the training speed must also be "accelerated" to quickly meet market requirements.

It is necessary to strongly strengthen the "order-based" training model of enterprises. At the same time, there needs to be a master plan on stratification and allocation of labor areas. Currently, the high-quality intellectual force is mainly concentrated in major cities, causing other localities to face difficulties in attracting investment. Therefore, the state also needs to have a strategy to allocate this resource evenly to create a dynamic for even development for localities.
