The two projects brought up for discussion are Tam Anh - An Hoa Industrial Park (1,540 billion VND) and Truong Giang Riverside Urban Area (1,520 billion VND), both of which are strategic project groups, creating leverage for socio-economic development for the province.

The Tam Anh - An Hoa Industrial Park project (Nui Thanh district) has a scale of more than 435 hectares, and has been approved by the Prime Minister since March 2021. But after more than 4 years, only 10 hectares of land have been cleared - a very modest number for a key project.
According to the report of the Department of Agriculture and Environment of Quang Nam, the biggest problem at present is the lack of specific instructions on whether to auction the right to exploit exploited and harvested minerals or not, causing the locality to not be able to grant a license for businesses to carry out leveling.
The volume of excess soil and rock from the fill here is up to 9.8 million m3 - including 5 million m3 of construction rock and 4.7 million m3 of fill soil - waiting for the " mechanism".

Meanwhile, the Truong Giang Riverside Urban Area Project in Tam Phu Commune, Tam Ky City with a scale of 74 hectares and an investment capital of more than VND 1,520 billion is also struggling with investment procedures. The investor proposed dividing it into 3 phases, lasting until 2035, to remove pressure on progress and suit the implementation capability.
The project aims at a model of a commercial, resort, and high-class health care urban area along the Truong Giang river, expected to change the appearance of the eastern urban area of Tam Ky.
In his speech, Chairman of the Quang Nam Provincial People's Committee Le Van Dung emphasized that it is impossible to let strategic projects continue to be delayed due to mechanism problems. He requested relevant departments and branches to urgently review and propose solutions to immediately remove the problem, especially the issue of mineral exploitation licensing in Tam Anh - An Hoa Industrial Park.
