Quang Ninh Provincial People's Committee has just issued a decision on changing the land use purpose and leasing land to INDEVCO Group Joint Stock Company to implement the waste-to-energy plant project in Thong Nhat commune, former Ha Long City.
According to the decision, the total area of land converted, adjusted for use and additionally leased for project implementation is 201,149.9 m2, equivalent to more than 20.1 ha.
In which, the province changed the land use purpose of 50,910.4 m2 of land belonging to the An Lac Cemetery Park Project. This area was previously allocated land by the Provincial People's Committee without collecting land use fees for the project according to Decision No. 1158/QD-UBND dated April 27, 2015.
In addition, the province adjusted the land use purpose of 141,453.6 m2 of land belonging to the Solid Waste Treatment Center Project, growing high-quality fruit trees, clean vegetables and green parks. This area was previously leased by the Provincial People's Committee to INDEVCO Group Joint Stock Company, paying one-time fee for the entire lease term according to Decision No. 1995/QD-UBND dated June 1, 2018.
In addition to the above two areas, INDEVCO is additionally leased 8,785.9 m2 of land in Thong Nhat commune.
The form of land use is that the State leases land, collects land rent once for the entire lease term. Land lease is carried out without auctioning land use rights and without bidding to select investors to implement projects using land.
The project is identified as being eligible for land rent exemption for 3 years during the basic construction period, according to the project approved by competent authorities, but not exceeding 3 years from the date of the land lease decision.
After a basic construction period, the project continues to be exempted from land rent for 11 years.
According to the decision, this land rent exemption policy is applied because the waste-to-energy plant project in Thong Nhat commune is in the list of specially preferential investment industries and occupations.
The waste-to-energy plant project in Thong Nhat commune has a total investment of about 3,200 billion VND, located in the overall Thong Nhat Solid Waste Treatment Center Project with a capital of about 5,200 billion VND. The plant uses advanced waste-to-energy burning technology, meeting strict environmental standards.
Waste burning technology not only thoroughly treats waste but also utilizes heat to generate electricity, helping to save resources, reduce greenhouse gas emissions, and limit landfilling.
According to the design, the plant will treat about 1,300 tons of waste/day and night and generate electricity with a capacity of 25 MW.
The plant is expected to officially go into operation from the 4th quarter of 2028.
