The waste treatment project combined with electricity generation is being implemented in the context of the increasing demand for domestic solid waste treatment in Hung Yen province due to urbanization and economic development.
According to information from the investor, Phu Cu waste-to-energy plant is built on an area of about 7 hectares in Doan Dao commune, with a treatment capacity of about 1,600 tons of waste per day and night. The plant has a power generation capacity of about 40 MW, with a total investment of about 4,000 billion VND.
The project uses Waterleau-style mechanical incineration technology from Belgium, a modern waste treatment technology being applied in many countries. This technology allows domestic waste to be treated through the process of burning electricity, contributing to reducing the amount of waste to be buried and utilizing waste as a source of energy.

According to the plan, the plant is expected to be completed and put into operation in the second quarter of 2027. When put into operation, the project will contribute to treating a large amount of domestic waste in Hung Yen province, and at the same time supplement electricity from renewable energy for the power system.
Speaking at the groundbreaking ceremony, Mr. Nguyen Le Huy - Standing Vice Chairman of Hung Yen Provincial People's Committee - emphasized that the Phu Cu Waste Power Plant project is of great significance in improving the efficiency of domestic solid waste treatment of the province in a modern direction, gradually reducing dependence on landfilling.
To ensure the project is completed soon and put into operation, he requested the investor and construction units to focus resources, implement the project on schedule, and apply management standards and advanced technology to ensure the factory operates effectively and strictly complies with regulations and standards on environmental protection.
The Standing Vice Chairman of the Provincial People's Committee also requested relevant departments, branches and localities to closely coordinate with investors, strengthen supervision in the implementation process, ensure compliance with legal regulations on investment, construction, land, environment, fire prevention and fighting and security and order; promptly remove difficulties and obstacles arising to ensure project progress.
For the People's Committees of communes and wards, Mr. Nguyen Le Huy proposed to strengthen inspection and thoroughly handle spontaneous landfills and improper garbage collection points; not to let the situation of dumping and burning garbage indiscriminately causing environmental pollution reoccur.
At the same time, it is necessary to promote propaganda and mobilize people to raise awareness of environmental sanitation, implement waste sorting at source and treat organic waste at households.
