These are the Hai Phong - Ha Long - Mong Cai railway line with a length of 187km, investment roadmap until 2030 and after 2030; the Hanoi - Quang Ninh high-speed railway line with a length of 124km, of which the section passing through Quang Ninh province is over 40km long, designed speed of about 350km/h, investment roadmap until 2030.
According to information from the People's Committee of Quang Ninh province, for the Hai Phong - Ha Long - Mong Cai railway line, Quang Ninh province has reported to the Prime Minister to use the provincial budget to implement investment preparation items, detailed planning, and project site clearance for the entire route and branch line connecting to Con Ong - Hon Net seaport. Along with that, invest in the construction of the Hai Phong - Ha Long section in the period of 2026-2030 and continue to study investment forms to invest in the Ha Long - Mong Cai section before 2030 and invest in the construction of a branch line connecting to Con Ong - Hon Net seaport.
For the Hanoi - Quang Ninh high-speed railway line, the province is focusing on coordinating with specialized agencies of the Ministry of Construction to develop a detailed plan for the entire route.

To immediately implement the assigned tasks, the People's Committee of Quang Ninh province requires the establishment of a working group, including relevant departments and branches to update and integrate the planning of the two railway lines into the provincial planning, adjust the lower-level planning; review industrial parks, industrial clusters, and areas under investment research that overlap with the railway line to take corrective measures, and report to the Provincial People's Committee before November 15.
The Department of Construction of Quang Ninh province coordinates with the Railway Department, the Ministry of Construction and specialized agencies to deploy the detailed planning contents of the route and stations of the Hanoi - Quang Ninh high-speed railway line to ensure the set progress and regularly update reports to the Provincial People's Committee. At the same time, coordinate with the Department of Agriculture and Environment and the consulting unit to promptly complete the preliminary route on site, identify land types, and set up markers for the People's Committees of communes and wards to manage the two railway lines.
The Management Board of Investment and Construction of Region II is taking steps to prepare for approving the investment policy for the sections of the Hai Phong - Ha Long - Mong Cai railway line invested with provincial budget capital.
Previously, in July 2025, Vingroup Corporation proposed to invest in the construction of the Hanoi - Quang Ninh railway line, designed speed of 350 km/h, exploiting passenger ships, with a road length of 1,435 mm. Regarding the route, the enterprise proposed that the route from Co Loa station take the road connecting to Gia Binh airport, through Hai Phong to Yen Tu, Quang Ninh province. After that, the railway line continues to the forest park area, Tuan Chau ward, Quang Ninh province and connects to the Hai Phong - Ha Long - Mong Cai railway line.
It is expected that the Hanoi - Quang Ninh railway line will have 4 stations, including Co Loa, Gia Binh, Yen Tu and Ha Long. If the plan is implemented through Yen Vien, there will be more Yen Vien stations. The project investment is about 5.4 billion USD.
