According to the adjusted VIII Power Plan according to Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister, Quang Ninh province is arranged a large and diverse list of power sources, including: 700MW of offshore and near-shore wind power; 500MW of offshore wind power; 400MW of concentrated solar power; more than 1,418MW of rooftop solar power; 1,500MW of LNG power in the 2026-2030 period.
Along with microitude, waste-to-energy, co-generation and hydropower sources. In the 2031-2035 period, it will continue to increase the capacity of offshore wind power and reserve LNG power.
According to information from the People's Committee of Quang Ninh province, the province is attracting investment and developing renewable energy and clean energy projects to anticipate the energy transition trend, contributing to ensuring national energy security.
Since the beginning of November 2025, in the renewable energy project group, the province has been calling for investment in a series of Quang Ninh 1, 2, 3, 4, 5, 6 wind power projects, deployed in Ky Thuong commune; Van Don special zone; Hoanh Mo commune; Co To special zone; Mong Cai 1, Mong Cai 2, Mong Cai 3 and Ba Che commune areas.

The total capacity of the projects is about 700MW, on an area of about 140 hectares, with a total estimated investment of about 17,600 billion VND.
In parallel with calling for investment in wind power projects, the Quang Ninh LNG Power Plant project, implemented by the Joint Venture of Vietnam Oil and Gas Power Corporation - Vietnam Mechanical and Installation Joint Stock Company - Tokyo Gas - Marubeni Group, is expected to start construction on December 19, 2025.
The project has a scale of 2 units, with a total capacity of 1,500MW, on an area of nearly 110 hectares in Cua Ong ward. The total investment is over 2.2 billion USD. Investors are continuing to work with Vietnam Electricity Group to complete the power purchase contract
Along with developing power supply sources, Quang Ninh focuses on investing in 500kV, 220kV and 110kV transmission grid systems to ensure capacity release, and improve power supply capacity for key economic zones and industrial parks.
The projects being implemented include: Nam Hoa 220kV transformer station; Yen Hung - Nam Hoa 220kV line; 110kV stations in Hung Thang, Hoanh Bo, Dong Trieu 2, Texhong Hai Ha 2 and Nam Hoa. Notably, the 500kV Quang Ninh - Quang Ninh LNG line has been unified and is completing documents for early implementation.
Quang Ninh aims to achieve a total capacity of power sources of 9,90010,700MW by 2030; the proportion of renewable energy in the total primary energy supply is 2.32.9%; the power grid system operates safely according to the N-1, N-2 criteria.
By 2045, the province aims to develop a competitive and transparent energy market, reduce greenhouse gas emissions and promote green economic growth.
