HCMC seeks solutions to traffic jams, flooding, air pollution

Ho Chi Minh City discusses solutions to handle traffic congestion, flooding, air pollution and strive to build a drug-free city.

On the morning of December 15, the Ho Chi Minh City Party Committee for the 2025-2030 term held a second conference.

Speaking at the opening of the conference, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that this is a conference of special significance, in order to answer the core question in the next 5 years, what will the Ho Chi Minh City Party Committee Executive Committee do and how will it direct the city to achieve the goals set out in the resolution.

According to the Secretary of the Ho Chi Minh City Party Committee, 2025 is a year with many turning points. The entire political system has shifted to a new way of governance nationwide, with the merger of provincial-level administrative units, the removal of district-level levels, and the reorganization of the commune and ward systems. These changes require new thinking, new ways of doing things, and operating according to new principles.

In that context, the results of implementing the two-level local government model in Ho Chi Minh City are assessed at a good level.

If ranked, the city is not in the top but is in the top 2 group. This is a very encouraging result, because Ho Chi Minh City is large in scale, has a large workload and is under great pressure" - Secretary of the Ho Chi Minh City Party Committee commented.

From practical experience, Mr. Tran Luu Quang suggested that the conference focus on discussing two key groups of tasks.

The first is to resolve the problems and problems that Ho Chi Minh City is facing, especially the 4 issues suggested by General Secretary To Lam at the recent Ho Chi Minh City Party Congress, including: Traffic congestion, flooding, air pollution and the goal of striving to build a drug-free city.

Second, Ho Chi Minh City currently has a larger scale, more space, stronger potential and resources. The city is identified to continue to play the role of the economic locomotive of the country, a center for the development of science and technology, innovation and digital transformation.

At the same time, Ho Chi Minh City is also expected to be a pioneer in implementing new development models such as an international financial center, a free trade zone and many other strategic orientations.

"The ultimate goal of all these tasks is to make the quality of life of each citizen and each family better and better" - the Secretary of the Ho Chi Minh City Party Committee emphasized.

Mr. Tran Luu Quang said that the city is currently having many great advantages. The general mechanism and policies of the whole country are increasingly open, decentralizing and delegating power more strongly.

In particular, the National Assembly has just passed a resolution amending and supplementing Resolution 98, opening up more space and development tools for Ho Chi Minh City.

"With current mechanisms, tools and conditions, the city can completely implement many major tasks. The overall goal is to achieve double-digit growth from 2026. This is not an easy goal, but I believe Ho Chi Minh City will do it - Secretary of the Ho Chi Minh City Party Committee affirmed.
