Prolonged slow progress
One of the slow-progress projects in Quang Tri is the project invested by Golden City JSC, implemented in Bao Ninh commune, Dong Hoi city, formerly, now belonging to Dong Hoi ward.
The project was initially approved for investment policy by the old Quang Binh Provincial People's Committee on May 17, 2017, then adjusted the investment policy on March 3, 2020. On December 1, 2023, the Quang Binh Provincial People's Committee continued to approve the adjustment of investment policy with a implementation period until the end of the fourth quarter of 2026.
The conclusion of the Provincial Inspectorate shows that the investor has used land behind schedule. According to the investment policy approval decision, the project must complete technical infrastructure investment in the second quarter of 2024. To date, some items such as electricity and water supply systems have not been completed, delayed by 24 months compared to the commitment.
Records of Lao Dong Newspaper reporters at the scene show that the project area has no surrounding shelters, weeds grow lushly. Inside, there are only 2 concrete roads, many concrete water pipes are placed in the middle of the project area.
Another project facing difficulties is Eurowindow Grand City Urban Area. The project was approved by the old Quang Binh Provincial People's Committee for contractor selection results in January 2021 and signed Contract No. 01/2021/HD-DADT with the winning investor in February 2021.
The investor is a joint venture of Eurowindow Quang Binh Five Star JSC and Thang Long Co., Ltd. The project has a total investment of 440 billion VND, an area of more than 15,000m2, including townhouses, apartments combined with business, technical infrastructure and transportation.
According to the contract, the site clearance progress is 9 months, corresponding to the time of handover of the site to the investor in November 2021.
However, the inspection results showed that the work of land recovery, compensation, and site clearance was carried out slowly compared to the contract progress. The investor has repeatedly sent documents requesting relevant agencies to accelerate the progress to hand over land.
Up to the time of inspection and currently, site clearance work has not been completed. Only 3,077m2 of land of one organization has been cleared, and 12,018m2 of land of 4 households has not been recovered. Up to the time of inspection, one household has not yet had a decision approving the compensation and support plan.
Set targets for handling in 2026
Faced with the situation of many difficult projects, obstacles, and prolonged backlogs, Mr. Nguyen Van Phuong - Secretary of Quang Tri Provincial Party Committee - requested relevant departments and branches to complete report data, review each project to have handling plans.
According to the Provincial Party Secretary, difficult, problematic, and prolonged projects that are no longer suitable need to be reviewed to be removed from System 751, and at the same time, specific handling plans for each case should be identified.
For slow-progress investment projects, it is necessary to clarify statistical timelines to have a basis for urging implementation. The province sets a goal to strive to completely handle projects in this group by the end of 2026.
For projects that are still viable but are facing difficulties, not yet in the case of prolonged delays, the Provincial Party Secretary requested relevant departments, branches and the Provincial Economic Zone Management Board to continue to monitor and supervise investment, and handle each project accordingly.
The Department of Agriculture and Environment is assigned to monitor and handle projects that are subject to land recovery due to violations of land law. Relevant units are also required to work with investors in accordance with procedures and legal regulations. For projects that are no longer viable, appropriate handling measures are needed, and at the same time, monitoring and supervising the progress of the remaining projects is strengthened.
