According to the People's Committee of Nghe An province, site clearance and construction of the Vinh - Thanh Thuy expressway construction investment project are being focused on by units and localities. Up to now, the volume of site handover for the main route at Package XL01 has reached 91%, Package XL02 has reached 81.6%. The work of recovering agricultural and forestry land and exhuming graves has basically been completed. However, the overall progress has not yet met the requirements. Some site bottlenecks have not been completely resolved, posing a risk of directly affecting the construction progress of the entire route. At Package XL01, there are currently about 520m of obstacles through Hung Nguyen commune, including 80m of residential land of 9 households and 440m of shooting range land under the Military Command of Nghe An province. Package XL02 still has about 4.56km related to forest land and residential land in Van An and Nam Dan communes.
In Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam and Hoa Quan communes, most of the agricultural and forestry land, graves and main routes have been handed over to contractors. However, the construction progress of some resettlement areas is still slow, causing people not to have land to build houses.
In Nam Dan commune alone, the project affects 127 households with residential land. Up to now, 50 households have not received compensation money, of which 45 households have not agreed to sign dossiers due to petitions to be allocated more resettlement plots and increase compensation prices.
Another obstacle is the procedure for handing over 20.39ha of firing range land of Regiment 764 in Hung Nguyen commune to serve the construction of Dai Hue tunnel - an item located on the ring road of Package XL01 - which is still being completed. In Van An and Nam Dan communes, the procedure for auctioning and exploiting forest products is also at risk of not being completed in time to hand over the site to the contractor.
Faced with the above difficulties and obstacles, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien requested units and localities to focus on handling bottlenecks, ensuring the completion of handover of the entire clean site for residential land before August 30, 2026. Commune People's Committees are required to mobilize forces to propagate and mobilize people to receive compensation money; organize lot draws and allocate resettlement land on the ground for people to build houses in parallel with the infrastructure completion process. Localities must also implement policies to support temporary housing rent, creating conditions for households to soon hand over the site for the project. For forest land area, forest owners and households must complete harvesting and exploiting forest products before August 20, 2026. Nghe An Provincial Military Command and Department of Agriculture and Environment are assigned to coordinate with Hung Nguyen commune to complete the handover of 20.39ha of shooting range land before August 15, 2026.
The Vinh - Thanh Thuy expressway project is about 60km long, with a total investment of about 23,940 billion VND, connecting the North - South expressway in the East with Thanh Thuy border gate. The project started on May 18, 2026, and is expected to be completed and put into operation in 2029.
