On May 10, the Department of Finance of Quang Tri province confirmed that this agency had issued a document requesting investors in wind power projects such as Huong Linh 5, Huong Hiep 2 and Huong Hiep 3 factories to deposit investment guarantee according to current regulations. This is a tough move to rectify the long-term delay, affecting the investment environment and the commitment to developing renewable energy in the locality.
For example, for Huong Linh 5 Wind Power Joint Stock Company, the Department of Finance requires this unit to deposit a fund to ensure project implementation according to Article 43 of the 2020 Investment Law and related provisions in Decree No. 31/2021/ND-CP. The deposit completion date is in May 2025. At the same time, investors must also complete procedures to adjust investment policies according to Article 41 of the Law on Investment.
"If the requirements are not fully implemented before May 31, 2025, the Department of Finance will report to the Provincial People's Committee to consider terminating the project" - said the leader of the Department of Finance of Quang Tri province.
Previously, on April 25, 2025, the People's Committee of Quang Tri province also issued a notice requesting the above projects to deposit and speed up progress, with the deadline being June 10, 2025. This is the basis for the Department of Finance to issue documents urging and increasing legal obligations to investors.
Not only stopping at the above 3 projects, the People's Committee of Quang Tri province also requires the investor of Quang Tri TNC 1 and TNC 2 Wind Power Plants to deposit a deposit to ensure project implementation in the second quarter of 2025. The province assigned the Provincial Economic Zone Management Board to closely monitor, if not implemented, it would advise the province to terminate operations before July 10, 2025.
Quang Tri province's "ultimatum" to a series of wind power projects stems from the fact that 5 projects are behind schedule for a long time, not only causing waste of resources but also affecting the local reputation in its commitment to the Government on developing clean energy.
Currently, Quang Tri has 20 wind power projects in commercial operation, with a total capacity of 742 MW. The Huong Linh 4 factory with a capacity of 30 MW has also completed construction and is ready to be put into operation in 2025.
