Review of adjusted Power Plan VIII: Prioritize rapidly implemented power projects in the North

The Ministry of Industry and Trade requests to provide data on power sources, grids, wind power, solar power and new load demand to update the adjusted Power Plan VIII.

The Ministry of Industry and Trade issued Document No. 4583/BCT-ĐL dated June 19, 2026, sent to the People's Committees of provinces and cities on providing data to serve the review, update, and supplement of the National Power Development Plan for the period 2021-2030, vision to 2050 (Adjusted Power Plan VIII).

The review is carried out according to the direction of the Prime Minister in Notice No. 211/TB-VPCP dated April 24, 2026 and the direction of Standing Deputy Prime Minister Pham Gia Tuc in Notice No. 273/TB-VPCP dated May 30, 2026.

The Ministry of Industry and Trade requests the People's Committees of provinces and cities to review the implementation of projects in the plan, the possibility of developing new power sources and grid projects with high feasibility to update and supplement the plan if necessary.

For power source projects proposed for supplementation, the Ministry of Industry and Trade proposed prioritizing projects in areas with available transmission infrastructure, favorable site clearance such as low site clearance costs, rapid deployment, floating solar power; areas with particularly difficult socio-economic conditions; projects with rapid deployment potential in the Northern region.

In case of proposing to add coal-fired power plants, localities must clearly report the ability to arrange land, supply fuel and plan technology, emission recovery and treatment plans, location, and scale of CO2 storage.

For localities from Quang Tri province to the North, the Ministry of Industry and Trade proposes to carefully review the criteria specified in Article 14, Article 15 of the Electricity Law of 2024, Decree No. 56/2025/ND-CP dated March 3, 2026 of the Government to propose investment in baseline power source projects and transmission grid projects according to the emergency power project and construction mechanism to report to competent authorities for consideration and decision, especially projects that are favorable in terms of transmission infrastructure and site clearance to meet the operating progress in the 2027-2028 period.

Localities provide a list of projects with operating progress in the 2025-2030 period that have been approved in Decision No. 768/QD-TTg dated April 15, 2026 of the Prime Minister, but so far no investors have paid attention and have not received investment proposals.

According to the appendix attached to the document, the Ministry of Industry and Trade requests localities to provide many groups of information and data to serve the review of planning, including: Planning or the latest draft of provincial and city planning; wind measurement data in the area expected to develop wind power; wind power output by month in the year; statistics of current and expected rooftop solar power capacity.

In addition, localities need to provide a list of power source projects that need to be adjusted and supplemented; a list of projects to build new, renovate, and upgrade transformer stations and 500 kV, 220 kV transmission lines that need to be adjusted and supplemented compared to the approved plan.

Localities are also required to statistically list projects that have been approved for planning but have not had interested investors; list of data centers registered for development in the area along with electricity demand, location, operating time and power supply plan.

The Ministry of Industry and Trade requests to provide expected electric vehicle development needs in the locality; electricity demand for electric vehicle charging stations, trains (Metro), high-speed railways, TOD models, and proposals and recommendations related to the implementation of electricity development planning in the area. The Ministry of Industry and Trade requests the People's Committees of provinces and cities to summarize and send data to the Ministry before 5:00 PM on June 30, 2026.
