Hai Phong voters recommend that the Ministry of Construction continue to review regulations on motor vehicle inspection, accordingly, it is necessary to add regulations allowing vehicle owners to replace (mode) modern equipment and components with more modern than the original equipment and components, ensuring safer operation and use of vehicles and conducting normal inspection.
After studying, the Ministry of Construction responded as follows: The Ministry of Construction acknowledged the wish of voters to upgrade and equip modern equipment and components to enhance the safety and convenience of vehicles participating in traffic.
Implementing the implementation of the Law on Road Traffic Order and Safety 2024, the Minister of Construction issued Circular No. 47/2024/TT-BGTVT dated November 15, 2024 stipulating the order and procedures for inspection and exemption from first inspection for motor vehicles and specialized motorbikes; order and procedures for certification of technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; order and procedures for inspection of emissions of motorbikes and mopeds.
According to the above Circular, the replacement and installation of additional equipment and components (vehicle types) such as dash cams, entertainment screens, rear-end sensors, and replacement of interior details without changing the vehicle type will still be inspected and certified as normal.
For changes related to the engine, braking system, steering system, lighting system, chassis structure, suspension system... affecting the technical safety and environmental protection of the vehicle, renovation certification procedures must be carried out according to the provisions of Chapter III of Circular No. 47/2024/TT-BGTVT.
In response to voters' recommendations, the Ministry of Construction has assigned the Vietnam Register to review regulations on motor vehicle renovation in relevant legal documents, standards, and technical regulations; at the same time, study the experience of advanced countries (Japan, European countries) to propose a list of items that can be changed without a renovation certificate, in line with modern automobile technology trends, ensuring harmony between user needs and vehicle safety requirements.
The amendment and supplementation of regulations related to motor vehicle renovation in Circular No. 47/2024/TT-BGTVT mentioned above is expected to be completed in the first 06 months of 2026, in order to create more favorable conditions for people and meet voters' recommendations.
