Wishing to re-implement the project
On January 15, information from Thanh Hoa Provincial People's Committee said that Standing Vice Chairman of the Provincial People's Committee Mai Xuan Liem has just directed the Department of Finance, Department of Construction and relevant departments and units to consider the proposal of FLC Group Joint Stock Company to implement the Hoang Long Urban Area project (belonging to Nguyet Vien ward and Hoang Hoa commune, Thanh Hoa province).

Mr. Mai Xuan Liem requested units to consider and have a written response to FLC Group before February 5, 2026. For contents beyond authority, the Department of Finance shall report and request instructions from the Chairman of the Provincial People's Committee.
Previously, on January 6, FLC Group sent a document to the Standing Committee of Thanh Hoa Provincial Party Committee to consider and allow businesses to propose the implementation of the Hoang Long Urban Area project.
According to FLC Group, previously the unit was assigned by Thanh Hoa Provincial People's Committee to be the investor of the project to invest in construction, management and business of infrastructure of Hoang Long Industrial Park, belonging to many communes and wards of old Thanh Hoa City and old Hoang Hoa district. In the process of implementation, the enterprise has compensated and cleared land with a total area of about 9.4 hectares, with a total amount of about 22 billion VND paid.
In addition, from 2014 to now, FLC Group has implemented many large-scale projects in the fields of urban, tourism, resort, services and infrastructure, typically FLC Sam Son Eco-tourism Urban Area, FLC Sam Son Golf Links. These projects contribute to changing the urban - tourism face of the locality, contributing to the budget and creating jobs for thousands of workers.
In the document, FLC Group stated that, according to the Thanh Hoa province plan for the period 2021-2030, vision to 2045 and the general plan of the old Thanh Hoa City (adjusted), the area implementing the Hoang Long Industrial Park project has been adjusted its function from industrial park land to urban land.
From there, in its role as an investor that had been approved in principle before, had partially implemented site clearance work and had a long-term research and project preparation process in the Hoang Long area, FLC Group proposed to continue implementing the Hoang Long Urban Area project according to current planning and legal regulations.
Thousand-billion project abandoned
Previously, the FLC Hoang Long Industrial Zone expansion project was started in September 2015, with a scale of more than 286 hectares, belonging to the administrative boundaries of Hoang Anh, Hoang Long, Hoang Quang communes of the old Thanh Hoa City and Hoang Minh, Hoang Dong, Hoang Thinh communes of the old Hoang Hoa district. After arranging administrative units, this area is currently under the administrative boundaries of Nguyet Vien ward and Hoang Hoa commune.

The total investment of the project is more than 2,300 billion VND, designed as a model industrial park, meeting international standards, serving multi-sectors. When put into operation, the project is expected to attract from 60,000–80,000 workers. However, after many years of construction, the project only built a welcome gate area, a section of surrounding wall and leveled land around the gate area, most of the remaining area is abandoned.
By the end of April 2022, the Chairman of Thanh Hoa Provincial People's Committee assigned the Nghi Son Economic Zone and Industrial Parks Management Board to prepare procedures, and at the same time work with FLC Group to implement the termination of project operations.
After that, Thanh Hoa Provincial People's Committee continued to direct relevant localities to develop investment plans for irrigation canals and ditches, creating conditions for people to restore agricultural production. Localities have organized people's meetings and agreed on implementation plans.
According to records up to now, the project area is still basically empty. Some households have contracted back rice fields for cultivation. The area where FLC Group previously built the gate and fence is still abandoned because the ground has been leveled and agricultural production cannot be carried out.
