On December 16, 2025, Gia Lai Provincial People's Committee issued a decision approving the adjustment of investment policy, and at the same time continued to approve FLC Group Joint Stock Company as the investor to implement the hotel and commercial townhouse complex project in the center of Pleiku.
According to the adjustment decision, the project's construction and completion time is extended from December 2025 to June 2028. Gia Lai Provincial People's Committee requested the investor to accelerate the progress and implement the project according to a specific roadmap, divided into two phases.
From December 2025 to the end of March 2026, FLC Group must complete the internal technical infrastructure works (excluding the technical infrastructure system connecting from the hotel to the general technical infrastructure system of the area), and at the same time complete the construction of 32 adjacent houses. In the next phase, from March 2026 to the end of June 2028, the investor must complete all remaining items, including the hotel, green park, technical infrastructure system and the remaining 58 adjacent houses, putting the entire project into operation.
The hotel and commercial townhouse complex project with the commercial name FLC Hilltop Gia Lai, was approved for investment policy by the People's Committee of Gia Lai province (old) from 2019 with a total expected investment capital of over 760 billion VND.
The project was started in the third quarter of 2019. However, during the implementation process, due to many problems related to legal procedures, planning and financial difficulties of the investor, the project had to stop construction for a long time, many construction items were unfinished, causing waste of golden land fund in the city center.
Gia Lai province's approval of adjusting the investment policy and requesting to accelerate progress is considered a "last chance" for the project to revive, and also a test for the investor's commitment and implementation capacity in the new phase.
Also in December 2025, Gia Lai Provincial People's Committee issued a decision approving the investment policy for the Dak Doa golf course project in the form of bidding to select investors. This is a large-scale project, which has caused much controversy and has also been stalled for many years.
According to the new decision, the Dak Doa golf course project has a scale of 36 holes, with a total estimated investment of more than 1,150 billion VND, and is implemented on an area of about 174ha. The project is expected to start construction in the first quarter of 2026 and be completed and put into use in the third quarter of 2029. The project's operating time is 50 years.
Gia Lai Provincial People's Committee requests that during the implementation process, investors must fully comply with the provisions of law, ensure sufficient equity and mobilized capital to implement the project on schedule as committed, avoiding recurrence of delays and prolongations as before.
In 2021, the Dak Doa golf course project was once assigned by the People's Committee of Gia Lai province (old) to FLC Group as the investor, with an operating term of 50 years from the date of the land allocation and land lease decision of the competent State agency. However, from 2022, the project had to stop all construction activities, many unfinished items, causing waste of land resources and public outrage.
The restart of 2 trillion-VND mega-projects of FLC Group shows the determination of the provincial government in removing investment "blockages" and thoroughly handling projects that have been delayed for many years.
