Business situation has become more optimistic.
In the first 9 months of the year, the economy has regained growth momentum, recovered relatively clearly in all areas, achieved many important results, and been highly appreciated by international organizations and businesses. The above encouraging results have great contributions from the business community, especially private sector enterprises.
A recent snapshot survey shows that the business situation has become much more optimistic, reflecting strengthened and enhanced confidence: the proportion of businesses assessing the macro economy in the next 12 months as “positive” is 5 times higher than in the previous survey.
However, at the meeting of the Government Standing Committee with business representatives on the occasion of Vietnam Entrepreneurs Day 2024 held on October 4, Minister of Planning and Investment Nguyen Chi Dung said that the development of the business community and enterprises is still limited and existing; the potential and room for development have not been effectively exploited.
"Most businesses are small in scale, with limited competitiveness, operational efficiency, and management skills; they still have a "seasonal" business mindset and lack strategic vision. The number of large-scale businesses with the capacity to lead supply chains is still small; connectivity, cooperation, and the ability to take advantage of opportunities from international economic integration and the Fourth Industrial Revolution are still weak.
"Some mechanisms and policies to encourage and support businesses have been slow to be implemented; administrative reforms and improvements to the investment and business environment have not really met requirements," the Minister affirmed.

With the responsibility of being the Government's comprehensive advice agency in the field of business development, the Ministry of Planning and Investment would like to suggest some orientations and solutions.
For state management agencies, it is necessary to focus on removing difficulties, reviewing and simplifying administrative procedures; paying attention to and accompanying businesses in a practical way, following the spirit of the Prime Minister's direction: "If you say you will do it, if you commit, you must do it, if you do it, you must produce specific products". Ensure a favorable and fair investment and business environment in accessing resources and support policies, without discrimination between economic sectors.
Promote decentralization and delegation of authority; strengthen the review and immediate revision of regulations, business conditions, standards, technical regulations... that are not suitable to reality; closely consult the opinions of the business community during the process of developing and revising legal documents.
Urgently build mechanisms and policies to develop ethnic enterprises and large-scale enterprises to promote their pioneering role in a number of important industries and fields, with competitive advantages and the ability to lead the industrialization and modernization process, and build an independent and self-reliant economy.
Research policy packages with large enough scale, suitable and feasible to support businesses and promote new growth drivers. It is necessary to promote mechanisms and policies to promote industrial restructuring.
Develop and perfect the policy of training high-quality human resources with good skills, deep professional knowledge, international level and professional working; have a mechanism to train high-quality human resources at many levels. At the same time, it is necessary to continue to strengthen the connection of the network of Vietnamese talents and intellectuals at home and abroad.
Focus on improving the effectiveness and efficiency of state management in enterprise development; increase meetings, dialogues, and consultations with enterprises, prevent and repel negative phenomena that cause difficulties and troubles for enterprises in the production and business process.
Business associations need to proactively research and assess challenges and opportunities in the industry and sector; promptly share, guide, and provide consulting support to member businesses; promote business linkages, support investment and business connections, help businesses overcome difficulties, and proactively seize new opportunities and new trends.
