The Ha Long Xanh Complex Urban Area Project has an implementation area of over 4,100 hectares, including nearly 1,000 hectares in Tuan Chau Ward and over 3,100 hectares in Ha An Ward.
The total new investment is nearly double the plan announced in 2020 (VND 232,369 billion), and the expansion area is over 9.5 hectares. Thus, Ha Long Xanh has surpassed Vinhomes Green Paradise to become Vingroup's largest capital project to date.
Up to now, Tuan Chau ward has completed site clearance and handed over the site to the investor; Ha An ward has completed site clearance of 81% (equivalent to more than 2,573ha), is continuing to complete documents and early compensation plans, completing site clearance of the remaining area.
For the area that has completed site clearance and handover, the project investor is implementing site clearance and construction of infrastructure items.

Checking the actual project implementation progress today (November 11), Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee - emphasized that the Ha Long Xanh Complex Urban Area Project is one of the largest urban projects in the country and is very important for the socio-economic development of the province.
In recent times, the province has focused on directing strongly to remove difficulties and obstacles in the project implementation process, especially problems in planning adjustment and ensuring land filling sources.
To continue to speed up the project progress, the Secretary of the Quang Ninh Provincial Party Committee requested the Provincial People's Committee to direct relevant departments, branches and Ha An ward to complete site clearance for the remaining area as soon as possible. At the same time, coordinate with the investor to complete land handover procedures on site, ensuring conditions for the project to be able to start construction on December 19, 2025.
