At the conference, Mr. Nguyen Van Tung - Head of the Department of Localities I (Central Organizing Committee), announced the decision of the Secretariat to transfer and appoint Mr. Pham Quang Ngoc - Chairman of the Ninh Binh Provincial People's Committee, to join the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.
Deputy Head of the Central Organizing Committee Nguyen Quang Duong presented the decision to Mr. Pham Quang Ngoc. According to the plan, Mr. Ngoc will be introduced to the People's Council of Hung Yen province to be elected as Chairman of the People's Committee of Hung Yen province in the coming time.
Mr. Pham Quang Ngoc (born in 1973, from Ninh Binh province) has a PhD in animal husbandry, Master's degree in environmental science, bachelor's degree in biology, and advanced political theory.
He has held many leadership positions in Ninh Binh such as: Chairman of the District People's Committee, Secretary of the Yen Khanh District Party Committee, Head of the Provincial Party Committee's Propaganda Department, Vice Chairman of the Provincial People's Committee.
On December 9, 2020, he was elected by the Ninh Binh Provincial People's Council to hold the position of Chairman of the Ninh Binh Provincial People's Committee and will continue to be assigned to this position after the merger until June 30, 2025.
On the morning of November 11, Nghe An Provincial Party Committee also organized the announcement of the Politburo's decision on the transfer and appointment of Mr. Nguyen Khac Than - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hung Yen province, to join the Executive Committee, Standing Committee, and hold the position of Secretary of Nghe An Provincial Party Committee, term XX, 2025 - 2030.
