On July 13, Thanh Hoa Provincial People's Committee said that Mr. Le Quang Hung - Vice Chairman of the Provincial People's Committee - has just issued a document directing the continued review and rectification of the situation of enterprises registered for establishment but not operating or operating substantively.
The Provincial People's Committee requests departments, agencies, branches and People's Committees of communes and wards to strengthen state management, require businesses to comply with regulations on business registration; coordinate with the Department of Finance and tax authorities to verify the operating status, and provide information about businesses that do not operate at the registered address.
The Provincial People's Committee especially requests to strengthen prevention, detection and prevention of the establishment of enterprises not for the purpose of production, business or taking advantage of legal entity status to commit illegal acts.
The Department of Finance is assigned to preside over and coordinate with the Provincial Police, Provincial Tax Department, People's Committees of wards and related units to continue to inspect enterprises registered for establishment but not operating or operating substantively in Thanh Hoa city in the past.
The Department of Finance must propose and implement measures to rectify, prevent, and handle violations in business registration activities.
The Department of Finance must also classify enterprises that do not operate at registered addresses, enterprises that have stopped operating but have not been dissolved, and enterprises showing signs of substantive operation.
For enterprises violating the law on business registration, functional agencies must carry out procedures to revoke business registration certificates; guide enterprises to dissolve and terminate operations according to regulations.
Along with that, the Department of Finance coordinates with tax authorities to clean and standardize business data, ensuring that data is "correct - sufficient - clean - live - unified - shared".
Notably, the Provincial Inspectorate is assigned to inspect the management and use of budget funds to support the establishment of new businesses. Through inspection, if violations, losses or waste of budget are detected, the Provincial Inspectorate must rectify and handle the responsibilities of relevant collectives and individuals.
Provincial tax authorities are responsible for sharing information about businesses that are no longer operating at the registered address; guiding businesses to fulfill tax obligations, invoices, documents and financial obligations before dissolving or terminating operations.
In recent years, the number of newly established businesses in Thanh Hoa has continuously increased. By the beginning of April 2026, Thanh Hoa had 1,068 newly established businesses, an increase of 63.3% over the same period, ranking first in the North Central region. From the beginning of the year to July 9, 2026, the whole province newly established about 2,300 businesses.
However, besides the results in terms of quantity, reality also raises the requirement to properly assess the operating status of enterprises. Some enterprises are registered for establishment but do not organize production and business; do not operate at the registered address; stop operating but have not carried out dissolution procedures or show signs of only existing in dossiers.
According to the direction of private economic development, Thanh Hoa sets a target that by 2030 there will be about 40,000 operating businesses, and the private economic sector will contribute about 58-62% of the province's GRDP.
