Budget revenue increased by more than 13% compared to the same period
According to the Ministry of Finance, state budget revenue (NSNN) in the first 2 months of 2026 reached 601.3 trillion VND, equal to 23.8% of the year's estimate and an increase of 13.1% compared to the same period in 2025.
In which, domestic revenue reached 558.1 trillion VND, equal to 25.4% of the estimate and up 15% compared to the same period last year. Revenue from crude oil reached about 5.1 trillion VND, equal to 11.9% of the estimate, down 42.2% compared to the same period. Balanced revenue from import and export activities reached 38 trillion VND, equal to 13.7% of the estimate, up 1.2% compared to the same period.
Meanwhile, total balanced state budget expenditure in the first 2 months of 2026 is estimated at 311 trillion VND, equal to 9.8% of the estimate, an increase of 11% compared to the same period in 2025.
Development investment expenditure is estimated at 42.5 trillion VND, equal to 3.8% of the estimate decided by the National Assembly, disbursement rate is estimated at 4.3% of the development investment capital plan assigned by the Prime Minister. Interest payment is estimated at 22.3% of the estimate, and recurrent expenditure is estimated at 13.3% of the estimate.
According to the Ministry of Finance, budget expenditure tasks in the first 2 months of the year are implemented according to estimates, meeting the requirements of socio-economic development, national defense, security, state management and payment of outstanding debts. Budget sources also ensure the payment of salaries, pensions, social allowances and the implementation of social security policies.
In addition, 15,527 tons of national reserve rice have been issued according to the Prime Minister's decision to provide relief and famine relief to people during the Lunar New Year and the pre-harvest period at the beginning of the year.
The Ministry of Finance said that the balance of the central budget and local budgets at all levels is ensured.
By the end of February 2026, 60.5 trillion VND of government bonds had been issued, with an average term of 10.03 years and an average interest rate of 4.05%/year.
Disbursement of public investment reached more than 55 trillion VND
For the public investment plan for 2026, the total plan assigned for 2026, including the plan assigned by the Prime Minister, increased local capital assigned and capital from previous years transferred, is 1,008.610.9 billion VND (exceeding 1 million billion VND).
By the end of February 2026, ministries, central agencies and localities have allocated and assigned detailed capital investment plans for 2026 for the list of tasks and projects with a total of 975.471.1 billion VND, including central budget capital of 323.888.4 billion VND and local budget capital of 651.582.7 billion VND.
If not counting the capital plan for balancing the local budget assigned to increase, the total capital allocated in detail is 962. 538.6 billion VND, reaching 96.7% of the capital plan assigned by the Prime Minister.
The amount of capital not yet allocated in detail is 32,089.4 billion VND, accounting for 3.3% of the capital plan assigned by the Prime Minister, including central budget capital of 21,233 billion VND and local budget capital of 11,576.4 billion VND, belonging to 15 ministries, central agencies and 15 localities, mainly in the process of completing procedures to allocate capital for the project.
Regarding disbursement, from the beginning of the year to February 28, 2026, the total disbursed public investment capital reached 55,739.8 billion VND, equivalent to 5.6% of the plan assigned by the Prime Minister of 995,348.05 billion VND.
Of which, central budget capital disbursed 10, 178 billion VND, reaching 2.9%; local budget capital disbursed 45, 561.8 billion VND, reaching 7%.
Compared to the same period in 2025, disbursement results are equivalent in terms of rate but increased by 10,928.6 billion VND in absolute terms.
There are 06 ministries, agencies and 14 localities with disbursement rates reaching the national average level, including: Vietnam Bank for Social Policies; Vietnam Expressway Corporation; Ministry of Justice; Ministry of Industry and Trade; Supreme People's Procuracy; Ministry of Public Security; Dien Bien; Lai Chau; Hai Phong City; Lang Son; Ho Chi Minh City; Ha Tinh; Ca Mau; Gia Lai; Hanoi City; Thai Nguyen; Can Tho City; Khanh Hoa; Ninh Binh; Da Nang City.
There are still 29 ministries, central agencies and 20 localities with disbursement rates below the national average, of which 25 ministries and agencies have disbursement rates below 1% and have not yet disbursed.
Increased disbursement pressure
The Ministry of Finance said that 2026 is the first year of the 2026-2030 medium-term period with the largest public investment capital scale ever, causing disbursement pressure to increase. Some factors continue to affect disbursement progress such as obstacles in compensation and site clearance; lack of supply and the possibility of fluctuating raw material prices when many large projects are deployed simultaneously; erratic weather diễn biến.
In addition, 2026 is also a transition year for institutions when many new legal documents take effect from January 1, 2026, the implementation of new mechanisms and policies may cause some difficulties in the implementation process.
The progress of deployment and disbursement at the beginning of the year is often low because investors focus on completing investment procedures and decentralizing detailed capital plans for each project. The Tet holiday in 2026 is later than in 2025, which also affects the construction progress of projects.
For ODA projects, some projects have not completed investment procedures, are adjusting or extending the implementation and disbursement time, or have not completed procedures for signing loan agreements, leading to insufficient conditions to allocate capital plans. Some projects are carrying out bidding procedures, preparing to sign contracts and handling problems in site clearance, so the disbursement of the 2026 capital plan is still low.
