Budget revenue exceeds 1.8 million billion VND, disbursement of public investment reaches 41.9% of the plan

Accumulated in the first 7 months of 2026, disbursement of public investment capital reached 425.3 trillion VND, equivalent to 41.9% of the plan assigned by the Prime Minister.

According to information from the Ministry of Finance on August 10 about the implementation of the Work Program for July 2026, accumulated state budget revenue (NSNN) for 7 months is estimated at 1,834 trillion VND, equal to 72.5% of the estimate and an increase of 16% compared to the same period in 2025.

In which, central budget revenue is estimated to reach about 74.7% of the estimate, and local budget revenue reaches about 70.5% of the estimate.

As of the end of July, the Ministry of Finance has issued 201.2 trillion VND of government bonds, with an average term of 9.3 years and an average interest rate of 4.12%/year.

Regarding public investment capital from the state budget in 2026, the Ministry of Finance has submitted to the Government a notice of the expected medium-term public investment plan for the period 2026-2030 of ministries, central agencies and localities; and at the same time advised on adjusting the estimate and public investment plan of the central budget capital in 2026.

The Ministry has also researched and built a database system for scoring disbursement of public investment capital, and at the same time has documents guiding scoring methods for ministries, central agencies and localities to implement.

By the end of July 2026, ministries, central agencies and localities have allocated and assigned detailed capital investment plans for 2026 for the list of tasks and projects with a total capital of 1,006.66 trillion VND.

The amount of capital not yet allocated in detail is 22.3 trillion VND at 8 ministries, central agencies and 28 localities, accounting for 2.3%. From the beginning of the year to the end of July 31, 2026, disbursement reached 425.3 trillion VND, equivalent to 41.9% of the plan assigned by the Prime Minister.

The Ministry of Finance said that in July, fiscal policy will continue to be managed in an expanded direction, with focus and key points, closely coordinated and synchronized with monetary policy and macroeconomic policies to support growth, maintain macroeconomic stability and ensure major balances of the economy.

Along with that, the Ministry continues to improve the legal framework serving state budget management, focusing on researching and developing the draft Law consolidating the Law on Public Investment and the Law on State Budget; receiving, explaining, and revising the draft Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating the state budget's regular expenditure estimate for the period 2027-2030.

More than 187,000 businesses join and return to the market

In the first 7 months of the year, the number of enterprises joining and rejoining the market reached 187.17 thousand enterprises, an increase of 7.5% compared to the same period and higher than the number of enterprises withdrawing from the market of 155.33 thousand enterprises.

The whole country currently has nearly 1.07 million operating businesses, an increase of about 4.8% compared to the end of 2025. The amount of corporate income tax temporarily paid in 7 months is estimated at 419.5 trillion VND, an increase of 31.2% compared to the same period.

Along with business operations, improving the investment and business environment continues to be implemented by the Ministry of Finance through cutting and simplifying administrative procedures and business conditions.

Currently, the Ministry of Finance has 687 valid administrative procedures, belonging to 25 areas of state management. The total number of administrative procedures of the Ministry carried out at 3 levels of government is 890 procedures.

Of which, 219 procedures were carried out by the Ministry of Finance and vertical sectoral units of the Ministry, accounting for 24.6%; 650 procedures have been decentralized to local authorities at all levels, accounting for 73.03%; 21 procedures were carried out by other ministries and agencies, accounting for 2.34%.

From March 26, 2025 to now, the Ministry of Finance has cut and simplified 826/962 administrative procedures and business conditions according to the requirements of Resolution No. 66/NQ-CP and Conclusion No. 18-KL/TW, reaching 85.86%. Of which, 247 procedures have been cut and 579 procedures have been simplified.

The total time that has been cut is 6,685/12,288 days, reaching 54.39%; the cost that has been cut is 40,322.1/75,430 billion VND, reaching 53.46%. The Ministry of Finance has also cut 139/363 business conditions, reaching 38.29%.

Import and export activities continued to increase compared to the same period. In July alone, export turnover reached 53.08 billion USD, an increase of 25%; import turnover reached 56.67 billion USD, an increase of 41.4%.

In general, in the first 7 months of 2026, the export turnover of goods reached 319.53 billion USD, an increase of 21.7% compared to the same period; import turnover reached 340.05 billion USD, an increase of 34.8%. Trade balance of goods with a trade deficit of 20.52 billion USD.
