Thanh My Tay Ward People's Committee (HCMC) is seeking opinions on the draft plan for compensation, support, resettlement and site clearance under component project 2 of the Van Thanh canal dredging, environmental improvement, and infrastructure construction project.
According to the draft, the total land area expected to be recovered is about 237,214 m2, of which residential land accounts for more than 74,904 m2.
There are 1,021 households affected by the project. Among these, 329 households were partially cleared and 692 households had to be completely cleared.
The total budget for compensation, support, resettlement and site clearance is estimated at more than 6.812 billion VND.
The expected land price used to calculate compensation in the project implementation area has a large difference depending on the route.
The highest level is about 256 million VND/m2, applied to land in the position of 1 frontage and alley of Dien Bien Phu street.
The second highest level is about 249.4 million VND/m2 for residential land in position 1 on Dien Bien Phu street frontage. Meanwhile, residential land in position 2 on this route has an expected price of nearly 172.8 million VND/m2.
In the Ngo Tat To street area, residential land located on two fronts of Ngo Tat To street and Phu My street has the highest compensation level of more than 172 million VND/m2.
Land on the front of Vo Oanh street is expected to cost more than 166.3 million VND/m2. On Pham Viet Chanh street, the price of land on the front is expected to be more than 166.3 million VND/m2. Land on the front and alley of Phu My street is about 144.7 million VND/m2.
For residential land in the alley of Xo Viet Nghe Tinh street (section from Thi Nghe bridge to Hang Xanh roundabout), the expected price ranges from more than 111 million VND to more than 136.4 million VND/m2.
In alleys on Nguyen Van Thuong street, residential land is expected to be from more than 80 million VND to more than 102 million VND/m2.
For agricultural land, the expected compensation price is significantly lower. Perennial crop land has a level from about 11.89 million VND to more than 18 million VND/m2; annual crop land from more than 9.8 million VND to more than 15.4 million VND/m2.
The project to dredge, improve the environment, and build Van Thanh canal infrastructure has a total investment of more than 8,555 billion VND, divided into 2 component projects.
In addition to the compensation, support, resettlement and site clearance projects mentioned above, the project of construction, dredging of canals and construction of technical infrastructure has a capital of more than 1,743 billion VND.
The Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (the project investor) said that the project will be implemented in a rolling construction form, in accordance with the site clearance progress.
The first construction package is expected to start construction in October 2026. The remaining two packages will be implemented according to the local site handover schedule. The project is expected to be completed by the end of 2029.
The entire Van Thanh canal route will be renovated on a length of about 2.24 km, including the main canal route nearly 1.96 km long and a sub-canal branch about 275 m long.
The canal bed will be dredged about 3 m deep, 25 - 80 m wide. Concrete embankments will be built on both sides of the canal.
The project also invests in canal-side roads and parallel roads connecting to Dien Bien Phu road, with cross-sections ranging from 11 - 20 m wide.
Along with that, Ho Chi Minh City will build a new Phu An bridge 19 m wide and expand Ngo Tat To street, the section from Phu An bridge to Phu My street, to 25 m. About 4.2 hectares of land along the canal will be planned into parks and green spaces.
