Prime Minister requests resolute handling of harassment, shirking, and evasion of responsibility

Politburo Member, Prime Minister Le Minh Hung emphasized the requirement to resolutely handle the situation of harassment, shirking, and evasion of responsibility.

On the morning of August 25, at the International Convention Center, Hanoi, the Vietnam Association of Small and Medium Enterprises (VINASME) held a ceremony to celebrate its 20th anniversary and receive the First-class Labor Medal. The honorable event was attended by Politburo Member, Prime Minister Le Minh Hung.

Speaking at the opening event, Mr. Nguyen Van Than, National Assembly Delegate, Chairman of VINASME, said that in the past time, the Prime Minister has paid very deep attention and timely direction to the Government to submit to the National Assembly for approval a Resolution on reducing personal income tax and corporate income tax; and at the same time continue to study and submit to the National Assembly for approval the draft Law on Small and Medium Enterprise Development at the upcoming October National Assembly Session.

All the drastic directions of the Prime Minister and the National Assembly are really creating confidence and great motivation for businesses to strive to produce and do business, contributing to the country's double-digit growth target," Mr. Than said.

Speaking to direct at the event, Prime Minister Le Minh Hung said that we are implementing two strategic goals of the country by 2030 and 2045.

First of all, it is necessary to successfully implement the growth target. Second, the private economic sector needs to develop larger in scale, higher in productivity, stronger in technology, participate more deeply in the value chain and better meet the domestic market, reach further in the regional and international markets. In which, small and medium-sized enterprises must become a solid foundation and a continuous source of supplementation for the middle and large enterprises class," the Prime Minister emphasized.

In that spirit, the Prime Minister requested the Government, ministries, agencies, and localities to focus on implementing key tasks and solutions.

First, continue to synchronously improve institutions, and substantially improve the investment and business environment.

Review and eliminate overlapping and unnecessary regulations. Promote cutting and simplifying processes, administrative procedures, business conditions and reduce substantive costs and compliance time for businesses, especially procedures on taxes, customs, and land access. Policies must be stable, easy to understand, and easy to implement; discipline and order in implementation must be strict and resolutely handle the situation of harassment, shirking and evasion of responsibility.

Second, unlock and diversify resources for small and medium-sized enterprises, especially capital, land, and production premises; create favorable conditions for businesses to access infrastructure, production space, innovation centers and shared support services.

Third, create a clear shift in science and technology, innovation, digital transformation, and green transformation.

There must be mechanisms and policies to encourage businesses, including small and medium-sized enterprises, to pay attention to applying science and technology to improve efficiency and increase productivity. Support must go straight to the practical needs of businesses, not let digital transformation be just a slogan, not let green transformation become a simple cost burden; must turn technology into higher productivity, lower costs and wider markets.

Fourth, promote chain linkages and market expansion.

Have mechanisms to encourage large enterprises and foreign-invested enterprises to increase domestic goods sources, order, transfer technology, train and develop Vietnamese suppliers; support small and medium-sized enterprises to meet standards to participate in supply chains. At the same time, promote trade promotion, take advantage of free trade agreements, build and protect Vietnamese brands.

Fifth, establish mechanisms for small and medium-sized enterprises to participate proactively right from the design stage, proposing policies, recommendations, and reflecting difficulties to the Government, ministries, branches, agencies and localities.
