The Government Office has issued a notice of the conclusion of Politburo Member, Prime Minister Le Minh Hung at the meeting on completing the gasoline and oil distribution system.
The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to comprehensively review and improve regulations on gasoline and oil business.
In which, review and redesign the distribution system in the direction of reducing intermediate levels, clearly defining the functions and relationships between the source creation stage and the downstream stage.
At the same time, overcome the situation of roundabout trading between traders, which increases costs and makes it difficult to determine responsibility when supply shortages occur.
Clearly stipulate the responsibilities of each entity in ensuring the supply of goods to the retail system, especially when the market fluctuates.
Along with that, the Prime Minister requested a comprehensive review of the conditions for key traders, associated with resource capacity, financial capacity, facilities, reserve capacity and responsibilities for ensuring supply.
In particular, research criteria to restructure the number of key traders and reorganize the distribution and retail system.
This is to ensure that key traders are truly capable of fulfilling their responsibility to ensure supply; distribution traders properly fulfill their responsibility to supply to consumers.
The Prime Minister also requested to continue to innovate the price management mechanism according to the principle of a market with state management and regulation, increasing the autonomy and self-responsibility of enterprises.
Price management must be public, transparent, competitive and have an effective inspection and supervision mechanism. When the market fluctuates abnormally, the State must proactively use appropriate measures to stabilize the market and ensure the interests of people and businesses.
The Ministry of Industry and Trade presides over and coordinates with the Ministry of Finance to review the formula for determining prices, business costs, profit margins, declaration and price announcement; both creating conditions for businesses to reduce costs, improve competitiveness, and preventing the abuse of market position to form unreasonable prices.
Regarding the mechanism for buying and selling gasoline and oil, the Prime Minister requested to review the buying and selling mechanism between key traders and distributors; clarify the conditions, standards, methods, processes, procedures for buying and selling and the responsibilities of the parties.
At the same time, improve the mechanism for inspection, supervision, and control of transactions, ensuring transparency; promote the application of science and technology in management, connection, data sharing and supervision of gasoline and oil trading transactions.
The Prime Minister requested the Ministry of Industry and Trade to complete the draft Decree on gasoline and oil business and report to the Government no later than the first week of October 2026.
