According to Thanh Hoa Provincial Tax, the province's total budget revenue in the first 10 months of 2025 reached VND 31,650 billion, an increase of VND 1,560 billion over the same period; reaching 120.5% of the central budget estimate and 115.1% of the local budget estimate, equal to 105.2% over the same period in 2024. Of which, land use fee collection reached VND13,517 billion, an increase of VND947 billion over the same period.
Total balanced revenue for 10 months reached VND18,090 billion, an increase of VND605 billion over the same period in 2024; reached 102% of the central and local estimates, equal to 103.5% over the same period.
According to Thanh Hoa Provincial Tax Department, the above results show the consensus of people and businesses; at the same time, it shows that the Tax sector has successfully, correctly and strictly implemented the instructions of the Ministry of Finance, the Tax Department, the Provincial Party Committee, the People's Council and the Provincial People's Committee in operating the new organizational model after the arrangement.
Mr. Nguyen Van Thuy - Head of Thanh Hoa Provincial Tax Department requested units to continue to improve their responsibility, tighten management to reduce risks, comprehensively complete tasks in 2025; tighten debt management, complete tax debt collection targets.
The Tax Department requires departments and units to strictly implement Resolution No. 30-NQ/DU dated August 8, 2025 on debt management and tax debt enforcement; ensuring that all assigned debt collection targets are completed by December 31, 2025.
Units must classify debts, implement debt suspension, and temporarily suspend exit in accordance with regulations; review projects with large debts related to land use fees and land rents to urge timely payment; in case of failure to fulfill financial obligations, land will be proposed for recovery.
Previously, on the afternoon of November 7, Thanh Hoa Provincial Tax Department held a launching ceremony for "60 days of peak period of converting the model from contract tax to declaration for business households".
According to Provincial Tax Chief Nguyen Van Thuy: "The conversion from contract tax to declaration is an important step to increase publicity and transparency, creating a fair and modern business environment and helping business households be more proactive in financial management."
Thanh Hoa Tax Department affirmed that it is ready for the peak 60-day campaign, aiming to convert all business households from contract tax to declaration from January 1, 2026.
