Talking to reporters of Lao Dong Newspaper about the site clearance for the Duong River waterway upgrade project, a representative of the Viet Hung Ward Infrastructure - Investment Project Management Board (Hanoi) said that they are achieving positive results.
There are 53 households in the ward subject to land acquisition and site clearance to implement the project.
"Preliminary statistics show that about 70% of households have received money and handed over the site with the highest compensation of more than 100 million VND/m2. Households are resettled in Viet Hung ward or Bo De ward" - said a representative of the Project Management Board.

Within the project scope, there are still more than 1,700m2 of land managed and used by Vietnam Paper Corporation that has not been cleared.
"The government has publicized compensation, support and resettlement plans. When the public disclosure period ends, we will invite the representative of the Paper Company to the ward to continue discussing and soon agree on the site clearance plan" - the representative said.
In November, the locality will approve all remaining plans, striving to complete site clearance in December according to the city's direction.
In Phu Dong commune, site clearance for the Duong River waterway upgrade project is also being implemented. However, according to records, there are still many households that have not agreed to hand over the site. They said that the current compensation and resettlement support level is not satisfactory.


The Duong River waterway upgrade project (including a road and railway bridge across the Duong River) was approved for investment by the Ministry of Transport (now the Ministry of Construction), with the goal of completion in 2025.
The project includes 2 construction packages: railway bridge (XL-CD-01) and road bridge (XL-CD-02), with a total investment of nearly VND 1,850 billion.
According to the reporter of Lao Dong Newspaper in mid-November 2025, the construction of project items is being implemented by the contractor.
Regarding the project progress, a representative of the Railway Project Management Board (Ministry of Construction) said that the XL-CD-01 package (rail bridge) started construction on September 12, 2023, and to date the completed volume is more than 49% of the contract value.
Package XL-CD-02 (road bridge) started construction on September 5, 2023, the completed volume reached 43.7% compared to the contract, has completed pillars T3; pillars T4, T5 have completed the lower structure, and are currently under construction of the bridge tower.
The approach bridges, approach roads, service roads, branch routes, etc. have been stalled and have not been constructed due to land clearance problems.



According to the plan, Long Bien district and Gia Lam district (now Viet Hung ward and Phu Dong commune) will complete site clearance and hand over to the contractor in the fourth quarter of 2024 (including enforcement if any).
However, during the implementation process, some contents were prolonged (project approval was delayed by 6 months, the new Land Law took effect from August 1, 2024...) leading to site clearance progress not meeting requirements.
Due to the slow site clearance, the Ministry of Construction recently adjusted the completion time of the railway and road bridge across the Duong River to 2026, a year later than planned.
Along with adjusting the project progress, the Ministry of Construction assigned the Railway Project Management Board to closely coordinate with departments, branches, and Hanoi City authorities to urgently clear the site, relocate technical infrastructure, hand over clean land to the contractor for construction; report problems to be resolved.
