Regarding the land acquisition and site clearance for the investment project to build squares and parks in the East of Hoan Kiem Lake, a representative of the Hoan Kiem Ward Infrastructure - Investment Project Management Board (Hanoi) said that through the dialogues, the government has received active coordination from the people during the project implementation process.
Most households want to soon know the specific compensation, support and resettlement plans of their families.
Currently, the authorities are collecting, reviewing records and confirming the origin of land use, as a basis for developing compensation, support and resettlement plans according to the provisions of law.
It is expected that in November 2025, the draft compensation, support and resettlement plan will be made public and consulted with the people within 30 days.
If the people agree, the approval of the plan and land recovery will be implemented from December 2025 to January 2026.
In case people have other opinions, the government will continue to propagate, dialogue and mobilize, and it is expected that by March 2026, the approval will be completed and the land acquisition will be implemented according to regulations.
According to the People's Committee of Hoan Kiem Ward, within the scope of the project to build a square and park on the East side of Hoan Kiem Lake (area of 2.14ha), there are currently 47 land users, including 12 organizations, agencies and 35 households.

On October 22, the People's Committee of Hoan Kiem Ward organized for people to directly go to land funds and resettlement housing funds in Viet Hung Ward and Dong Anh Commune to help them grasp information and make choices that suit the needs and aspirations of their families.
According to the policy approved by the Hanoi People's Committee, households eligible for compensation for residential land and no longer have other housing in the ward where the land is recovered will be resettled with land in the new urban area of Viet Hung (Viet Hung ward) and land plot 5.B1-CT (Dong Anh commune) or with apartments in the Thuong Thanh resettlement housing fund (Viet Hung ward).
Households will be able to choose a resettlement area instead of only being resettled in a certain area like other projects.
In case of having to relocate but not meeting the conditions for compensation for residential land, if there is no other accommodation in the ward where the land is recovered, resettlement will be arranged with apartments at the Thuong Thanh resettlement housing fund (Viet Hung ward).

Viet Hung New Urban Area has an area of about 13,854m2 (including traffic routes). Land for building townhouses with a maximum height of 5 floors. The expected land price is from 46 - 65 million VND/m2.
Resettlement land plot 5.B1-CT, Dong Anh commune has an area of about 20,760m2. Land is used to build townhouses with a maximum height of 5 floors. The expected land price is from 10 - 13 million VND/m2.
For the Thuong Thanh resettlement area, Viet Hung ward includes buildings NO15A - DN2; NO15A - DN3; NO15B - DN1; NO15B - DN2.
The project has a scale of 7 floors above ground, 1 basement with 67 apartments, with an area of 48.8m2 to 87.84m2.
The selling price of apartments usually ranges from the 2nd to the 7th floors to about 28-30 million VND/m2. corner apartments cost from 30 - 33 million VND/m2.

According to Lao Dong Newspaper reporters, most households subject to relocation to serve the project of building squares and parks east of Hoan Kiem Lake all support the city's policy.
What they want most right now is a compensation, support and resettlement policy implemented in a public, transparent and satisfactory manner, ensuring the criterion "the new place of residence must be better or equal to the old place of residence".
