On the afternoon of November 11, continuing the 10th Session, the National Assembly discussed in groups a number of draft laws, including the draft Law on Investment (amended).
In the draft, the Government proposed cutting 25 conditional business sectors and occupations, that is, there is no need to apply for a business license, including accounting services, rice export, temporary import and reproduction of frozen food, etc.
Giving his opinion in the group, National Assembly delegate (NA) To Ai Vang (Can Tho delegation) said that the 2022 Investment Law currently has about 230 conditional business lines.
To promote the freedom of conduct of people and businesses, create an open environment, and attract foreign investors, delegate To Ai Vang suggested that the Government should strengthen direction and assign specific management responsibilities so that ministries and branches are proactively assigned and regularly review and propose the cancellation or amendment of investment and business conditions in the list of conditional business sectors.
Interested in the draft law, some delegates proposed to strengthen post-inspections of specialized agencies and state management agencies.
Delegate Nguyen Van Quan (Can Tho delegation) said that businesses only need to announce that they meet all standards and conditions to be able to operate. State agencies focus on post-inspections.
Discussing in the group, Minister of Finance Nguyen Van Thang said that currently, the drafting agency has reviewed and completed regulations on the business investment industry with conditions and conditions for business investment.
"Regulating the principles for determining investment and business conditions to serve as a basis for reviewing, screening and determining the industries that investment and business are really needed for. At the same time, implement pre-inspections and switch to post-inspections, cutting some unnecessary and unreasonable industries" - the Minister said.
According to the Minister, the draft has reviewed and cut down on about 25 conditional investment and business sectors.
However, the Ministry of Finance believes that it is necessary to continue reviewing, reviewing and cutting down the categories of conditional business lines to the maximum extent.
This is also an issue that has long been of great concern to the public and the people. I think cutting 25 jobs is not enough. We should continue to review and strongly cut this list" - the Minister emphasized.
Specific regulations on people coming to complain and denounce should be added
Commenting on the draft Law amending and supplementing a number of articles of the Law on Receiving Citizens, the Law on Complaints, and the Law on Reprimand, Minister of Finance Nguyen Van Thang proposed to study and supplement regulations to specify the rights and obligations of those who come to complain, denounce, petition, and reflect.
For example, cases that have been resolved in accordance with the law but citizens still deliberately complain and repeat them must clearly have the right to make records and refuse to receive them.
In reality, the Minister of Finance shared that he was a leader in the two provinces and had a hard time when there were many complaints year after year, even though the authorities had resolved and met all the requirements.
