On November 4, Politburo member and Prime Minister Pham Minh Chinh chaired a special Government meeting on decrees guiding the implementation of Resolution No. 222/2025/QH15 of the National Assembly on International Financial Centers in Vietnam.
After discussing and giving specific opinions on each content and making a concluding speech, the Prime Minister stated that after discussing, the members of the Government basically agreed and agreed with the content of the decrees.
In particular, the Decree on the establishment of an international financial center in Vietnam only stipulates the functions, tasks, powers, apparatus and personnel and human resources.
The Prime Minister emphasized a number of important orientations such as a common Steering Committee established by the Prime Minister, a joint executive committee with two branches in the two cities, a common supervisory agency, and a common dispute resolution agency.
People and staff at the center are recruited according to international principles and practices, including both domestic and foreign human resources, but with the highest quality, meeting the requirements of effective operation of the center.

Regarding some principles, the Prime Minister stated that decrees need to closely follow the situation in Vietnam to build appropriate and effective policies.
Closely follow the resolutions, conclusions and directions of the Central Committee, the Politburo and the National Assembly, concretize the Party's guidelines and policies, ensure high principles but be open, appropriate, feasible and effective; closely follow international practices but innovate to build more competitive mechanisms and policies to attract resources.
Along with that is the principle of assigning responsibility and decision-making to one person; decentralization, maximum delegation of authority, along with resource allocation, improving implementation capacity and designing monitoring and inspection tools.
Strengthen post-inspections and reduce pre-inspections, making procedures quick and convenient for investors. Policies must ensure breakthroughs, outstanding and follow the principles of openness, publicity, transparency, ease of understanding, easy access, easy to do, easy to check, easy to monitor.
Highly appreciating the enthusiastic, intelligent, responsible, practical and quality opinions expressed by members of the Government, the Prime Minister assigned Ministers and heads of ministerial-level agencies to receive comments at the meeting, continue to complete the draft Decrees, and the Deputy Prime Ministers in charge of the fields to continue directing and submitting Decrees before November 15.
Cities must immediately issue mechanisms and policies according to their authority, proactively prepare locations, apparatus... related and try to complete by November 15.
After the decrees are issued, any work under whose authority, functions, or tasks is under the authority or responsibility must be done by that person, decided according to authority and immediately reported if it exceeds authority.
