However, this conversion process is posing many practical challenges in traditional markets, when many traders are still struggling to handle inventory without invoices or documents.
Ms. Nguyen Thi Huong (60 years old, character name requested for change, doing business at Bac My An market, Ngu Hanh Son district) informed that most of the businesses here have been doing business for many years, importing goods from familiar units, so they do not always have full accompanying documents.
According to Ms. Huong, despite supporting the State's policy, many traders here are still struggling and do not know how to properly handle old, stagnant goods. Most of the people in the market and businesses have long-standing inventories, newly imported items but no longer have sales documents or documents proving their origin.
"The transparency of the origin makes consumers or shoppers at traditional markets feel more secure. Not only reviewing in traditional markets, authorities need to strictly manage buying and selling activities on e-commerce platforms when many import-export shops do not have secondary labels" - Ms. Nguyen Thi Tuyet Mai (36 years old, residing in Ngu Hanh Son district) said.

According to Lao Dong, in the telegram on June 12, Prime Minister Pham Minh Chinh assessed that there are still cases where businesses, stores, and retail business households have not fully complied with regulations on the use of electronic invoices generated from cash registers.
In addition, the habit of consumers paying cashlessly and getting invoices when shopping is still not popular.
Therefore, the Prime Minister requested the Chairmen of the Provincial People's Committees to coordinate with the Ministry of Finance to manage taxes with households and individuals doing business, implementing electronic invoices generated from cash registers.
Agencies in the area coordinate with the tax sector to review, identify and classify business establishments subject to electronic invoices generated from cash registers.
Mr. Le The Chinh - Representative of the Domestic Market Management and Development Department (Ministry of Industry and Trade) - previously said that the situation of violations and trade fraud has increased in scale and complexity. Notably, the recent closure of stores is also a manifestation of violation.
According to Lao Dong, in Decree No. 70/2025/ND-CP of the Government, from June 1, about 37,000 households with a revenue of over 1 billion VND per year in a number of industries such as food, hospitality, retail, passenger transport... will switch from paying contract tax to declaration.
From 2026, the payment of contract tax will be completely eliminated. Business households will make monthly or quarterly tax declarations based on accounting books, invoices and documents.
